The purpose of the study is to research and highlight modern achievements and prospects for the development of higher medical education in Ukraine. Theoretical and empirical methods were used to achieve the set goal and solve research problems. A modern doctor must perfectly master his professional competence. The main motive for reforming the medical field is the desire of students to master professional skills and practical skills, to deepen the acquired theoretical knowledge and apply it in practice, to develop skills regarding the standards of providing medical care, to gain experience in practical work, which will allow a modern student to successfully work independently in the future. It is also necessary to create a group that would carefully study and propose a number of conceptual priority measures related to changes in legislation and aimed at coordination between universities in order to develop a clear, unified strategy for reforming medical education, to ensure the responsibility of higher education institutions for the quality of education and its guarantee, taking into account the interests of society.
The research analyses the legislative framework and scientific sources on the interpretation of the concepts of "educational standards" and "standardization of education" as components of the research vocabulary for studying the foundations of medical and pharmaceutical education development. The study of Ukrainian and foreign regulatory documents and scientific and pedagogical developments of medical scientists and educators has been conducted on the basis of a systematic generalizing approach. The sequence of the terms "educational standards" and "standardization of education" introduction in the Ukrainian education system is considered. Differences in the interpretation of the concept of "educational standards" from the point of view of the meaning that a particular organization (or person) puts into the definition of this concept are presented. It is indicated, that higher medical and pharmaceutical educational institutions still have educational standards, developed on the basis of an activity-based approach, which cannot fully satisfy the pedagogical and medical educational community. The paper studies the imperfection of the legislative framework in the State regarding the development of educational standards, the lack of educational standards for medical and pharmaceutical specialists of the junior specialist (junior Bachelor) educational level. Since the European and in Ukrainian education systems focus on the educational process, aimed at the development of employees' ability to solve practical problems in various fields of activity on the basis of acquired theoretical knowledge, the priority direction of the state educational policy for the development of educational standards for medical and pharmaceutical educational institutions is the need for a competence-oriented approach. The research states that updating the educational legislation, improving and modernizing the educational system and introducing a new generation of state education standards, will help increase the competitiveness of medical and pharmaceutical specialists in the labor market
Development of methodological and axiological settings that contribute to the effectiveness of modern systems of knowledge control of pharmaceutical students in the system Moodle. The synergetic philosophical-scientific method was applied to provide a versatile consideration of the problems of using distance learning format. Demonstrated the active use of the Moodle learning environment by pharmacy students of these institutions of higher education. Elements, by means of which knowledge control was carried out, confirmed its effectiveness, since the results of knowledge assessment of students conducted in Moodle mostly coincided with the examinations and qualification examinations (in particular, KROK). Among the key guidelines, we note openness, implying the comprehensibility of tasks; dynamism, providing the possibility of changing or adjusting control tasks; the educational and pedagogical value of control forms, forming an effective system of assessment of knowledge and skills of students; compliance with moral and psychological standards when conducting control in the distance learning system Moodle. Prospects for further research we see the creation of an international unified system of control of the relevant branches of knowledge (in our case - pharmaceutical specialty) based on the initial environment Moodle.
