Управление качеством продуктов переработки зерна и зерномучных товаровThe article offers a comprehensive study of the technological properties of wheat grain affecting the quality of pasta products. The developed system of grinding process monitoring allows determining the parameters of grinding in real time mode, and predicting and controlling the quality of grain processing and grain products due to a kind of feedback. Samples of wheat of different varieties were chosen as the objects of research. Fractographic analysis was used to examine wheat grinding that allowed considering not only the linear dimensions of the grinding particles, but also their shape features. Well-known technique based on computer-vision algorithms was used. The characteristic of the basic analysis parameters is given. Analysis accuracy is provided by taking into account at least 5000 grinded particles. Discovered relationships and developed mathematical model for data analysis allow rapid assessment of grain characteristics of grain, flour and finished products for both research and practical purposes.

Within the framework of this article, the method of forming a strategy for the activity of a regional dealer network for the sale of cars is considered. Based on the analysis of existing approaches, the authors proposed a block diagram of the development and implementation of the strategy. The methodology defines the sequence and content of the stages of forming the strategy of the dealer network for the sale of cars. The algorithm presents the interaction of strategic and tactical planning systems, which allows tracking the implementation of strategic tasks in the implementation of tactical plans. Application of this algorithm made it possible to develop a strategy for the dealer network for the sale of cars. “Sadko Motors +” operating in the Transbaikal Region. The strategy is designed for the period from 2020 to 2023. The chosen strategy allows improving the performance of the network and ensuring a stable competitive position of car dealerships that are part of its dealer network

The paper describes an automatic system for controlling and assessing the technological properties of grain processing products during milling by computer vision methods. Optimal technological characteristics of the system are empirically established ensuring its maximum efficiency. The combined action of electrostatic fields (with voltage of 24 kV) and vibration (with frequency of 45 Hz) in the assembled testbed allows negating the conglomeration of grain milled particles. Such fast estimation of the technological properties of grain processing products allows interrupting and correcting the milling process for increased efficiency.

The problem of improving the quality of state and municipal finance management is very urgent at the present time. The purpose of the study is an attempt to substantiate the need to improve the methodology for assessing the quality of municipal finance management. One of the tasks is to test the hypothesis: municipalities with the population involved in the processes of initiative budgeting are most efficient in managing municipal finances. The object of the study is the municipalities of the Transbaikal region. In the course of the study, an analysis of the regional legal acts concerning the assessment of the quality of municipal finance management was carried out, as well as an analysis of this assessment in the context of some municipalities (urban districts) of the Transbaikal region. The analysis showed that the methodology for assessing the quality of municipal finance management in the constituent entities of the Russian Federation is based on indicators characterizing the state of municipal finance and does not fully cover indicators of the quality of local authorities’ management decisions. The analysis also revealed a correlation relationship between the financial management quality of the municipal entity of the Transbaikal region and the degree of population involvement in the budget process. The article concludes that it is necessary to improve the existing methodology for assessing the quality of municipal finance management. The method based on 3 groups of indicators - the state of municipal finances, the level of municipal programs (national projects) implementation, the quality of municipal finance management is proposed. In order to improve financial discipline and transparency of the budgetary process, the author proposes to introduce a pilot project to develop initiative budgeting in municipalities
