A piscicultura é uma atividade econômica recente no Brasil. Este trabalho analisou as relações entre os piscicultores familiares e os atores sociais, avaliando ainda os fatores envolvidos sobre o desenvolvimento local no município de Maripá, no Paraná. Concluiu-se que as políticas públicas, a assistência técnica, o associativismo, a industrialização e a articulação proporcionaram o grande crescimento e a intensificação da atividade, fazendo do município uma referência nacional.
O estudo realizou revisão sistemática das pesquisas em Programas de Pós-Graduação brasileiros sobre a teoria Tríplice Hélice. A base de dados utilizada foi o catálogo de dissertações e teses brasileiras, disponível na Plataforma Sucupira da CAPES. Admitiu-se todas as produções acadêmicas sobre Tríplice Hélice, referenciadas no catálogo brasileiro. Os principais resultados da pesquisa mostraram a existência de pouca relação institucional e formas estratégicas conjuntas nas tomadas de decisão brasileiras. O número de produções brasileiras sobre Tríplice Hélice é incipiente (169 trabalhos científicos), considerando o período 1995-2021. O maior volume de produção sobre o tema está nos Programas de Pós-Graduação em Administração e o estado com maior expressividade de pesquisas defendidas, foi Santa Catarina. Baseando-se na Tríplice Hélice, as principais necessidades diagnosticadas na pesquisa foram: Empregar esforços para constituir e sistematizar relações sinérgicas entre os agentes institucionais; Estruturar redes de interação para tomadas de decisões assertivas; Aplicar indicadores de desempenho sustentável ao desenvolvimento institucional; Favorecer laços comportamentais sólidos entre os agentes do conhecimento; Estruturar sistemas estratégicos para o desenvolvimento nacional.
RESUMO Esta pesquisa analisa teoricamente o papel das instituições para o desenvolvimento organizacional baseado na teoria desenvolvimentista e institucional, emergindo questões relevantes, como: Quais foram os marcos conceituais do desenvolvimento institucional? Como as instituições participaram da evolução econômica? Como ocorre o desenvolvimento institucional na América Latina? Qual o modelo desenvolvimentista para o futuro? Entretanto, não pretende defender ideologias políticas, sociais e/ou econômicas, mas debater questões construtivas para o desenvolvimento sustentável. Neste aspecto, a pesquisa revela não bastar políticas passivas de funcionamento mercadológico e programas de investimentos públicos segmentados, mas uma atuação estratégica e cooperativa entre Indústria-Governo-Universidade em prol do desenvolvimento sustentável.
A Incubadora de Tecnologias Sociais e Solidárias – ITESS é um setor da Pró-Reitoria de Extensão e Assuntos Comunitários voltados para o fomento e incubação de empreendimentos em Economia Solidária, pautados nos pilares de Autogestão, Gestão Científica, Incubação, Formação Cidadã, Segurança Alimentar, Agroecologia e Produção Orgânica e Questões de Gênero. Para Singer (2002) as formas alternativas de economia surgiram ainda no final do século XIX com o empobrecimento dos artesãos devido aos graves danos sociais causados pelo capitalismo industrial. Sendo que estas ações são fortemente pautadas na educação popular, cabe às Universidades fortalecer estes grupos, oferecendo qualificação técnica, em diversas áreas desde a gestão até às áreas técnicas de produção, como produção de alimentos desde a terra até o consumo (aspectos nutricionais). Diante disso os projetos desenvolvidos atualmente estão atrelados também à Agricultura Familiar. A metodologia de trabalho da Incubadora é dinâmica e se adapta a partir das demandas sociais, oportunidades de financiamento e parcerias com organizações dos diversos setores – sempre através de projetos de extensão, sendo que em todas as perspectivas de alternativa social e econômica se mantém. Muitos são os desafios da prática extensionista, mas podem-se destacar três principais no modelo da ITESS: 1) a infraestrutura ofertada para que os grupos sociais iniciem sua atividade produtiva é adaptada de um espaço de ensino, e como tal, possui limitações físicas, bem como limitações de investimento e financiamento; 2) Pela característica de incubação através de projetos, muitas demandas dos grupos sociais e da comunidade acadêmica envolvida surgem depois do início das atividades, o que provoca a necessidade de ajustes no projeto inicial, ou a submissão de novos projetos para atender novas demandas, antes não previstas. E por fim, 3) ainda são pouco conhecidas as práticas da ITESS/UFGD pela comunidade interna e externa, apesar de alguns projetos incubados se destacarem. Destaca-se este último desafio, pois o aumento da procura pelos serviços da incubadora, inclusive como oportunidade de extensão pelo público universitário, possibilitaria o efetivo compromisso da extensão universitária, colocando os acadêmicos em contato com a comunidade e colocando em prática e desenvolvendo seus conhecimentos. Observa-se ainda que as cooperativas - que foram o primeiro tipo de empreendimento a romper os paradigmas de Capital e Trabalho - ainda não são um público atendidos pela ITESS/UFGD sendo, portanto, uma oportunidade para projetos futuros.
O Paraná é o estado brasileiro que desponta como o maior produtor brasileiro de piscicultura. O oeste do Paraná, especialmente o município de Maripá, contribui significativamente para esse resultado. Neste sentido, objetivou-se compreender os aspectos dessa promoção da piscicultura no município de Maripá / PR. A teoria discutida, foi a do capital social, de Bordieu e Putnam, e sua relação com o desenvolvimento; a seguir, admitiu a ligação entre relações sociais e desenvolvimento econômico, de Bresser-Pereira. A metodologia: Inicialmente, buscou-se identificar as variáveis apresentadas em estudos anteriores; Em seguida, para a amostragem dos resultados, foi inserida a teoria de laços fortes e fracos, de Granovetter, com uso de Análise de Redes Sociais (ARS), de Marteleto; e diagramação gráfica com o software Ucinet®. As considerações: Os agentes da cadeia da piscicultura (indústrias, produtores, mercados, universidades, órgãos reguladores, agências de assistência e crédito, entre outros) de Maripá estabeleceram estratégias de desenvolvimento baseadas nas dimensões do capital social (instituições de confiança, conduta, direitos e obrigações, entre outros). No entanto, ainda há necessidade de uma visão sustentável para dentro, sobre o comportamento institucional em relação ao meio ambiente.
