Cluster policy is a priority direction of sustainable development, contributing to the increase of national economy competitiveness and investment and innovation potential. The article considers clustering of the regional economy as a tool for ensuring the population life quality in the regions in the context of the world global changes.The novelty of the study consists in identifying the features of cooperation in certain regions, taking Into account the level of their socio-economic development. The essential differences of various cluster models formed in the process of innovation activity are substantiated. Measures for the clusters formation in the Republic of Belarus are proposed. The results of the study are important in the implementation of the sustainable socio-economic development country strategy based on the creation of industrial regional clusters.
