The essence of the processes of digitalization in the field of science of Russia has been considered, the specific issues of adaptation of science to the demands of the information society have been revealed, the readiness of the Informatization process of the Russian scientific sphere has been assessed. The criteria for the formation of the potential of digital technologies used in scientific and design work have been evaluated. The statistics of the state of development of high and knowledge-intensive technologies in General and information and communication technologies used in research and development, in particular, has been adduced.The complexities of determining indicators and classification of information and communication technologies used have been reviewed. The approaches to determining the statistics of the number of employees employed in computer science and related industries have been presented. The indicators of development of research and developments in the field of digital technologies have been investigated. The distribution of the employed in various sectors of the national economy has been given. An increase in the cost of importing technologies has been noted, which indicates a rise in the country’s technological dependence on sources of external (foreign) technologies. It has been noticed, that in the field of information and communication technologies, Russia had a significant profit from technology exports, which indicates the progressiveness of scientific developments in the field of digital technologies. The issues of financing research and development, shortcomings in the incentive mechanisms of the methods used and sources of funding have been considered. The state of educational processes, that form the personnel component of the digitalization of the economy, has been analysed.The results of information activity in the field of research and development will allow us to draw a conclusion about the lack of readiness of the sphere of research and development in the field of information and communication technologies in the organization of promotion and dissemination of digital technologies in the scientific field.
The subject of the study is the technological potential of innovative economy development in Russia to ensure the country’s global competitiveness in the world market. The methodological basis is the theory of technological structures. The research methodology is based on the analysis of the main indicators of technological innovation potential of the country’s economy to overcome the technological gap and implement the strategy of equal entry into the sixth technological order. The global innovation index has been analyzed in the article. The technological structure of the country’s economy in accordance with technological order has been examined. The limitations in the development of technological potential have been considered. The scientific reserve in the technology of the sixth technological order has been assessed. It has been shown, that the technological structure of the Russian economy is a weakness of innovative capacity of the country, reducing the country’s global competitiveness, technological diversity of the Russian economy caused by restrictions on the volume of investments in the industry of the new technological order, which prevents its dynamic development in the Russian economy. In this regard, the primary strategy for overcoming the technological gap of the Russian economy should be the restructuring of investments in breakthrough technologies of the sixth technological order.
Digital maturity of business is the object of the study. The subject of research is the process of systemic digital transformation of business. Research methods include indicative method and the method of system analysis. The premise of the study is to identify the unsystematic digitalization of business in industry as one of the significant problems of achieving digital maturity in the Strategy for Digital Transformation of Manufacturing Industries in the Russian Federation. The purpose of the study is to identify the reasons for the unsystematic processes of business digitalization to achieve “digital maturity”. To achieve this goal, technological trends in the global systemic digital business transformation were analyzed and monitoring of the compliance of digital business transformation processes in Russia with the identified characteristics of global systemic business digitalization was carried out. The study showed that in the Russian business sector there is a technological gap with the global processes of digital business transformation. As a result of the study, it was found that the main reasons for the unsystematic processes of digitalization of Russian business are the low quality of business digitalization with high digital activity and low technological capabilities for implementing Industry 4.0 technologies due to the limited use of the Internet mobile network in business, business cybersecurity tools, Internet communications and cloud services. The increment of knowledge consists in determining the technological principle of digital business transformation at the global level – this is a mobile device operating on the principles of machine-to-machine interaction M2M with big data IoT (Internet of things) based on 5G speeds and Wi-Fi 6 communication standards, as well as identifying a system of indicators for monitoring the technological basis for managing the “digital maturity” of a business.
