An increased in economic growth requires a transformation in economic activities in Daerah Istimewa Yogyakarta, thus encouraging an increased in conversion of wetlands into non-agricultural lands. The conversion of wetlands can cause a negative impact on food availability and food security. Therefore, the reseacrh was conducted to determine the impact of the conversion of wetlands to the people food security in Daerah Istimewa Yogyakarta. The data used in this research is secondary data obtained from Badan Pusat Statistik Daerah Istimewa Yogyakarta in 2006 to 2015. The people food security is calculated using the food surplus/deficit method. In addition, this research using paired sample t test to determine the differences between food security before and after the conversion of wetlands occurred. The results showed that the conversion of wetlands led to the loss of rice production by 18.359,27 tons during the period 2006-2015. However, the people food security is maintained even though there are conversion of wetlands. The t test shows that there are significant differences in food security between before and after the conversion of wetlands occured.
Pemerintah Daerah Provinsi Jawa Barat pada tahun 2010 telah menetapkan Peraturan Daerah Provinsi Jawa Barat Nomor 27 Tahun 2010 Tentang Perlindungan Lahan Pertanian Pangan Berkelanjutan. Perda tersebut seyogyanya diterapkan untuk mengendalikan laju konversi lahan pertanian di Provinsi Jawa Barat, sehingga mampu meningkatkan ketersediaan dan ketahanan pangan penduduk. Penelitian ini dilakukan dengan tujuan untuk mengetahui dampak implementasi Perda LP2B di Provinsi Jawa Barat dengan membandingkan luas konversi lahan sawah sebelum dan sesudah kebijakan tersebut diterapkan dan membandingkan ketersediaan dan ketahanan pangan penduduk sebelum dan sesudah kebijakan tersebut diimplementasikan. Data penelitian yang digunakan yaitu data sekunder yang berasal dari Badan Pusat Statistik Provinsi Jawa Barat tahun 2004-2009 (sebelum penerapan LP2B) dan tahun 2010-2015 (sesudah penerapan LP2B). Data dianalisis dengan menghitung luas lahan sawah terkonversi dan menghitung ketersediaan beras menggunakan faktor konversi padi-beras dari BKPP serta menentukan tingkat ketahanan pangan. Perbedaan sebelum dan sesudah implementasi kebijakan di uji dengan Uji Wilcoxon. Hasil penelitian menunjukkan bahwa konversi lahan pertanian yang terjadi setelah penerapan kebijakan lebih tinggi dibandingkan sebelum penerapan kebijakan. Akan tetapi, ketahanan pangan penduduk menunjukkan peningkatan setelah konversi lahan sawah terjadi dibandingkan sebelum konversi. Akan tetapi, hasil Uji Wilcoxon menunjukkan tidak ada perbedaan rerata yang signifikan antara luas konversi lahan sawah dan ketahanan pangan sebelum dan sesudah penerapan kebijakan.
Agricultural land in urban areas has a strategic role as a provider of food for city resident, as well as supporting the environment of the urban area. The important role of the existence of agricultural land in urban areas over the past few decades faces a serious threat, namely the occurrence of agricultural land conversion.Therefore, this research was carried out with the aim to analyze the trend of agricultural land conversion in urban areas and to find out the factors that influence the agricultural land conversion in Pekalongan City. The data used in this study were secondary data sourced from the Central Statistics Agency of Pekalongan City. Data were analyzed using trend model analysis and tobit models. The results showed that the trend of agricultural land conversion in Pekalongan City was positive, so there was a tendency for the agricultural land conversion to increase from year to year. The factors that influence the area of agricultural land conversion in Pekalongan City were the real price of paddy at the farmer level and paddy productivity. Both of these factors have a negative sign, it shows that an increase in real prices of paddy and paddy productivity could reduce the agricultural land conversion in Pekalongan City.
The main production areas of chilli in Yogyakarta Province are in the wetland on the slopes of Mount Merapi and in the sandy coastal area. This research was intended to compare the use of production inputs, technical efficiency and performance of chilli farming in both areas. The research was conducted in Pakem sub-district and Panjatan sub-district. The number of respondents in this research were 30 farmers in every sub-district. Descriptive analysis, frontier analysis and revenue-cost ratio were used in this research. The results indicated that the use of production inputs, production, technical efficiency, and performance of chilli farming in the sandy coastal area was higher than that in the wetland. The technical efficiency in the wetland on the slopes of Mount Merapi was determined by the quantity of counselling while in the sandy coastal area was determined by the quantity of counselling and farmers' experience. The auction market in both areas proved able to increase the price of chilli. It is highly recommended that the extension officers need to be active in assisting farmers in both areas, especially related with chilli cultivation and processing technology.
Fluctuation of the availability and prices of chili happen because the poor of the value chains. This research intended to know the mechanism related to the product, financial and information flow and development strategy to solve the problem of the chili’s value chain on the slopes of Mount Merapi. This research was conducted in Pakem District, Sleman Regency from May-August 2017. The method to determine the farmer respondents is random sampling while the merchants chosen by snowball sampling. The research used descriptive and SWOT analysis. The results showed that the most efficient marketing channels when farmers sell chili to the consumers through the retailers. Overall, the chili’s value chain included in the current category. Unfortunately, there are still some problems such as weak of the farmer cultivation ability and fluctuation of production and price. To solve this problem, the local government need make intensive counseling and training of chili cultivation, post-harvest handling in a professional and strengthen the auction market in Sleman Regency.
