Резюме. Рассмотрены вопросы подготовки руководящих кадров для региональных центров скорой медицинской помощи и медицины катастроф (РЦ СМП МК) и территориальных центров медицины катастроф (ТЦМК). Представлена разработанная специалистами Всероссийского центра медицины катастроф «Защита» (ВЦМК "Защита") новая программа «Организация работы территориального центра медицины катастроф», апробированная на выездном цикле по обучению руководителей (заместителей руководителей) РЦ СМП МК и ТЦМК из 20 регионов, проведенном 11-16 ноября 2019 г. на базе ТЦМК Свердловской области. Отмечено, что обучение включало в себя 3 блока занятий: 1-й блок -методическая проработка вопросов организации деятельности Службы медицины катастроф (СМК) Минздрава России на региональном уровне в современных условиях; 2-й блок -методическая проработка вопросов организации работы РЦ СМП МК; 3-й блок -методическая и практическая проработка вопросов обеспечения готовности СМК региона к действиям в ЧС. Резюме. Представлен вклад здравоохранения и военной медицины в Победу советского народа в Великой Отечественной войне 1941-1945 гг. Проанализированы основные итоги работы медицинской службы Вооруженных сил СССР в годы войны. Отмечено, что решающее значение для практической реализации и успешного функционирования лечебно-эвакуационной системы в годы войны имела военно-медицинская доктрина, разработанная в начале 1942 г. Приведены данные о безвозвратных и санитарных потерях в Вооруженных силах, о численности возвращённых в строй и др. Дана краткая характеристика контингента главных медицинских специалистов фронтов и флотов.
MONEY SECURITY FOR STUDENTS OF HIGHER MILITARY EDUCATIONAL INSTITUTIONS OF THE NATIONAL GUARD OF UKRAINE У статті наведено кількісні та вартісні показники підготовки кадрів для Національної гвардії України закладами вищої освіти у 2019-2023 рр. згідно бюджетного запиту Міністерства внутрішніх справ на вказаний період, проаналізовано середньомісячний розмір грошового забезпечення курсантів та його прогнозні показники на 2023 р. Розкрито склад грошового забезпечення та порядок його розрахунку для різних категорій курсантів вищих військових навчальних закладів НГУ, а саме: для курсантів, які перед зарахуванням на навчання проходили військову службу за контрактом; для курсантів, які перед зарахування на навчання проходили строкову військову службу та для тих, хто прийнятий на навчання з числа цивільної молоді після здобуття повної загальної середньої освіти. Monetary support is an important component of the system of social protection of servicemen, the level of which is an effective motivational mechanism that guarantees the effective functioning of the military formation of the state. The article presents quantitative and cost indicators of training for the National Guard of Ukraine by higher education institutions in 2019-2023 and analyzes the average monthly amount of cash cadets and its forecasts for 2023. The information is taken from the budget request of the Ministry of Internal Affairs of Ukraine for this period, listed on the official website of the ministry. It is noted that the amount of financial security for cadets of higher military educational institutions of the National Guard of Ukraine depends on what category of applicants they belong to, whether the cadets were enrolled in military service under a contract, whether the cadets were enrolled in conscription or enrolled from among civilian youth. Depending on this, the amount of their financial security during training will range from an average of 420 to 10,450 UAH (in 2020 year).The composition of monetary support and the procedure for its calculation for different categories of cadets of higher military educational institutions of the National Guard of Ukraine are revealed.In particular, the financial support of cadets-contractors, who before enrollment in the military service in the positions of privates, sergeants, sergeants, officers, consists of salary, salary for military rank, monthly additional types of financial support (allowance for years of service, allowance for the peculiarities of service, bonus) and one-time types of cash security (financial assistance for solving social and household issues and assistance for rehabilitation once a year). The monetary support of other categories of cadets includes the official salary, the cadet's official allowance (if it possible) and the increase of the official salary based on the results of the next examination session (if it possible). An earthquake with a magnitude of 7.2 on the Richter scale struck the Vrancea region in March 1977, causing the loss of many lives and numerous injuries. The main seismic wave had a duration of 10 to 15 seconds. Comparisons with other seismic events that occurred during the last century show a close correlation between seismic magnitude, duration of the main seismic wave, the moment of appearance of the earthquake, and the number of deaths and injuries.Taking the above criteria into account, the computer programs Epilnfo 6.03 and EpiMap 2 and a proper calculation algorithm were used to predict the medical forces needed during similar earthquakes in light of the expected numbers of casualties.
The bioterrorist events took place in the United States, but they had a worldwide impact. In Europe, security agencies are calling for concerted global action to strengthen the public health response to the threat of international biological, chemical, and radio-nuclear terrorism. Cooperation within the European Union (EU) proved essential and inevitable. In a border-free space in which produce, products, services, and people can circulate, it is essential that appropriate mechanisms and arrangements are put in place to ensure prompt notification and exchange of information in case of threats and attacks; action at the source to stem the spread of disease and environmental contamination; mutual assistance for diagnosis and management of cases; and laboratory and epidemiological investigations.Aims and tasks include: (1) develop capacities;(2) educate and train laboratory technicians; (3) train lab techs to use polymerase chain reaction (PCR), chromatograms, etc.; (4) train lab techs in forensic microbiology; and (5) improve analytic techniques for toxins, etc.
During the last three years, an interdisciplinary research group at the University of Osnabruck collected empirical data about the quality of vocational training of EMTs in Germany. This investigation used a special, standardized "Emergency-Parcours" at vocational training schools in Germany. This "Emergency-Parcours" included: 1) stations of IV access; 2) intubation; 3) electrocardiogram interpretation; 4) splinting a fracture; 5) helmet-removal with immobilization of the cervical spine; and 6) extended cardio-pulmonary resuscitation (BCLS and ACLS). The trainees, who were tested in this "Emergency-Parcours" were videotaped by a professional film team. The film documents were made in order to analyze and evaluate the study in an objective and standardized way. Some of the results were surprising: 1) The quality of the vocational training of EMS in Germany varied considerably among schools since it is not standardized. The study showed that the qualification of EMTs after finishing their vocational training, is not similar. Patients with the same symptoms are not necessarily treated in the same way by EMTs; and 2) Most of the EMTs who were tested in the study are well-prepared in ACLS, but many have great deficits in BCLS, particularly in the area of CPR. Trainees performed ACLS functions such as an intubation or a defibrillation well. The trainees consistently utilized incorrect cardiac compression and ventilation rates during CPR.
