Mobile Medical Formations of Service for Disaster Medicine of Ministry of Health of Russian Federation

Summary. Investigation purposes – to define a presence of work experience in elimination of medical-sanitary consequences of emergency situations (ES) among medical specialists of unregular formers (UF) of Service of disaster medicine (SDM) of Ministry of Health of Russia and Federal medical and biological agency of Russia (FMBA of Russia). Materials and methods of the investigation: To provide the investigation a survey of the specialists of UF of SDM of Ministry of Health of Russia and FMBA of Russia. 206 medical specialists from medical treatment organizations (MTO) of Ministry of Health of Russia and 49 medical specialists from MTO of FMBA of Russia were involved in research. Programs IBM® SPSS® Statistics version 25 and PAST 4.0 were used for statistic processing of investigation results. The most reliable modern non-parametric methods of statistic processing were realized in these programs. Results of investigation and their analysis. During assessing of frequency of medical specialists involvement in work were established that in most cases medical specialists from MTO of Ministry of Health of Russia were attracted to performance their duties in a UF only for trainings according to the schedule – 56,3 and 61,2% respectively. Specialists from FMBA of Russia worked in UF more frequently, 14,3% were attracted to this activity once a year. Notable that 37,4 % of specialists of MTO of Ministry of Health of Russia and 20,4% of specialists of MTO of FMBA of Russia formally included in unregular formers were never attracted to work in UF. According to the authors, a reasonable conclusion is a necessity of optimization and intensification of preparation of medical specialists from different departments by creation of unified program for their preparation and rotation with simultaneously control of the quality of medical treatment provision for victims and patients in case of ES.

Provision of Medical Assistance to Patients and Injured with the Use of Air Ambulance in the Republic of Crimea

Summary. The aim of the study is to evaluate the work of aviation medical teams of the Territorial Disaster Medicine Center of the Republic of Crimea in the field of sanitary aviation evacuation and rendering emergency consultative medical aid to the patients and victims of emergencies. Materials and research methods. Materials of the study — service documentation on the work of the department of the emergency consultative medical aid of the territorial disaster medicine center of the Republic of Crimea in 2019-2021. Research methods – analytical and statistical. Results of the study and their analysis. Sanitary aviation evacuation of patients and victims of emergencies in the Republic of Crimea is performed on the Ansat helicopter by a full-time aviation medical team of resuscitation profile with attraction — if it is necessary — of other specialists. The results of the work of the sanitary aviation of the Republic of Crimea in 2019-2021 are presented. Based on the results of the study, proposals were made to improve the quality of air ambulance evacuations. Among them: organization of short-term courses on acquainting aviation medical teams members with basics of aviation medicine, aviation ergonomics and psychophysiology of flight crews’ activity; training of flight crew (pilot, navigator) in basics of air ambulance evacuation; conducting “on the ground” with non-members of aviation medical teams instructional lessons and trainings on the rules of airborne medical equipment operation, etc.

Assessment of the Level of Preparedness of Medical Staff of Different Departments In the Non-Staff Units of the Emergency Medicine Service to Eliminate Medical and Sanitary Consequences of Emergencies

The aim of the study was to investigate and to evaluate the readiness and job satisfaction rates of military medical specialists and civilian personnel of military medical organizations of the Russian Ministry of Defense of central and district subordination (MMO-MOD group), as well as the readiness and job satisfaction indicators of medical specialists from medical organizations of the Russian Ministry of Health and the Federal Medical and Biological Agency (MOH-FMBA group) within the non-staff units of the Disaster Medicine Service for medical and sanitary consequences of emergencies elimination activities. Materials and research methods. Materials of the study: sociological survey questionnaires of the non-staff medical specialists divided into 2 groups (MOH-FMBA group, n = 255; MMO-MOD group, n = 227). The following was assessed: general characteristics of a medical specialist, his/her professional activity at the main place of work and in the non-staff formations when working in high readiness and emergency modes; readiness of non-staff medical specialists to eliminate medical and sanitary consequences of emergencies. Research methods: analytical, logical, statistical (descriptive statistics, correlation and factor analysis). Results of the study and their analysis. Satisfaction with the work of all military medical specialists and civilian personnel of the Russian Ministry of Defense of central and district subordination, as well as medical specialists from medical organizations of the Ministry of Health and the Federal Medical and Biological Agency of Russia were noted. It is marked that among the factors influencing professional activity of medical specialists of different departments in non-staff formations the most important should be considered special training and provision of non-staff formations with medical and other material and technical equipment, readiness of non-staff formations when working in the mode of daily activity to perform tasks on purpose.
