Se evaluó el efecto regional de una cuota compensatoria ad valorem de 25.7% en importaciones de carne de pollo en México, con datos de 2018. Para ello, México se dividió en ocho regiones productoras, ocho consumidoras y dos puntos de internación del producto. Se utilizó un modelo de programación no lineal y su visualización sobre producción, importaciones, consumo y en el Valor Social Neto (VSN). Con el modelo base, la producción, las importaciones y el consumo fueron de 3,338,824; 770,050; y 4,108,872 t de carne de pollo y un VSN de 2,491 miles de millones de pesos; con la cuota compensatoria de 25.7%, la producción aumentó 0.3%, el consumo se redujo 1.4%, los precios al productor y al consumidor aumentaron 0.3% y el VSN descendió 0.3%. Se concluye que una cuota compensatoria benefició a productores, pero perjudicó a consumidores nacionales, al pagar un precio mayor, y ocasionó una reducción en el bienestar de la sociedad.
Se valida un modelo de programación no lineal con datos de 2015 para evaluar la eficiencia del mercado de carne de cerdo en México mediante condiciones de optimización de Kuhn-Tucker. Se utilizaron ocho regiones productoras-consumidoras y dos puntos de internación de importaciones: Noroeste, Norte, Noreste, Centro-Oeste, Centro-Este, Sur, Oriente, Península. El modelo subestimó la producción nacional en 0.4% y sobreestimó el consumo en 2.5% con un valor social neto de 3 789.9 MMDP. La optimización dedujo producción y consumo positivos, así como margen de comercialización superior al costo de transporte, activándose rutas óptimas de distribución. El ajuste entre lo observado y el modelo fue menor a la unidad. Las condiciones de Kuhn-Tucker aplicadas al modelo de optimización permitieron demostrar la eficiencia del mercado porcino.
The exchange depreciation serves as a protection mechanism for domestic production and to reduce imports. The objective was to evaluate the effect of two scenarios of exchange rate depreciation on the production, consumption and imports of carcasses pork meat regionally in Mexico in 2015 and 2016. The country was divided into two importation points (internment point one, internment point two) and eight production and consumer regions: Northwest, North, Northeast, Midwest, Central-East, South, East, Yucatan Peninsula. A non-linear programming model was used. Under optimal conditions, the model underestimated domestic production by 0.4% and overestimated regional and national imports and consumption by 2.5% and 0.4%, respectively, with an optimal social net value (SNV) of 21.66 billions of dollars. In relation to the optimal model, a 15.1% and 20.9% exchange depreciation would imply increasing national production by 0.3% and 0.4%, reduce imports by 1,5% to 2%, reduce domestic consumption 0.5% and 0.6%, and decrease the SNV by 0.10 and 0.13%. Under the previously given conditions it is concluded that a regional level, the Mexican carcass pork market is sensitive to exchange depreciation, protects domestic producers while damages both importation and consumers.
