Presentamos un modelo semiestructural, el cual captura la dinámica de las principales variables macrofiscales en economías exportadoras de bienes básicos (commodities), para analizar los efectos macroeconómicos de cuatro reglas fiscales: (i) un límite al déficit observado, (ii) un límite al déficit estructural, (iii) un límite al crecimiento del gasto público, y (iv) una regla que incluye conjuntamente las reglas (i) y (iii). Este modelo es estimado para la economía peruana utilizando información del período 2000-2015. Se encuentra que el diseño óptimo de un marco fiscal se puede resumir en un trilema entre sostenibilidad fiscal, estabilidad macroeconómica y transparencia. La regla estructural, si bien depende de la estimación de variables no observables que dificultan su monitoreo, reduce las fluctuaciones de la actividad económica y del gasto público, pero aumenta la volatilidad del ratio de deuda pública. En contraste, la regla basada en límites al déficit observado es más fácil de monitorear y genera una senda más estable de la deuda pública, pero aumenta la volatilidad del PBI (Producto Bruto Interno) y del gasto público. Finalmente, la aplicación conjunta de un límite al déficit fiscal observado y un tope al crecimiento del gasto público es un caso intermedio entre las dos reglas en términos de volatilidad macroeconómica. fiscal Rules foR commodity expoRteRs: an application foR peRu abstRact We present a tailor-made semi-structural model, which captures the main macro-fiscal variables in commodity exporting economies, to analyze the macroeconomic effects of 4 fiscal rules: (i) a limit to the observed fiscal deficit; (ii) a limit to the structural deficit; (iii) a limit to the growth rate of government expenditures; and (iv) a rule that includes jointly rules (i) and (iii). We estimate the model for the Peruvian economy for the 2000-2015 period. We find that the optimal design of a macrofiscal framework con be summarized as a trilemma between fiscal sustainability, macroeconomic stability and transparency. The structural rule, although it depends on the estimation of unobservable variables which could make monitoring difficult, diminishes the volatility of GDP and public expenditures, but increases the volatility of the public debt ratio to GDP. In contrast, the rule base on the observed fiscal deficit is easier to monitor and generates a more stable path of public debt, but increased the volatility of GDP and public expenditures. Finally, the joint rule of a fiscal deficit limit and an expenditure growth limit is an intermediate case between them in terms of macroeconomic volatility.
RESUMENEste trabajo evalúa empíricamente el canal de tasas de interés en el mecanismo de transmisión de la política monetaria en el Perú, durante el periodo junio 2003-junio 2010, empleando datos mensuales de bancos individuales. Se estudian los dos principales instrumentos de política utilizados bajo el régimen de metas de inflación: la tasa de política monetaria y la tasa de encaje. Utilizando un modelo de datos de panel dinámico, nuestro trabajo tiene dos resultados básicos. En primer lugar, un alza de la tasa de interés de referencia tiene un impacto positivo y significativo sobre las tasas de interés de los préstamos comerciales fijadas por los seis bancos más grandes del país. En segundo lugar, no encontramos evidencia que sugiera que la tasa de encaje a los depósitos en moneda nacional influye sobre estas mismas tasas de interés fijadas por estos seis bancos durante el periodo analizado. Using monthly data for the six largest banks for the period June 2003 -June 2010 we study the two main policy instruments used under the inflation-target regime: the rate of monetary policy and the required bank reserves rate. We fit a dynamic panel data model obtaining two fundamental results. First, increases in the rate of monetary policy affect positively and significantly the interest rates on commercial loans charged by the six largest banks of the country. Second, no evidence is found that the required bank reserves rate on deposits in Peruvian currency influences the same interest rates charged by the six largest banks during the period considered.
Este documento presenta un modelo macro-econométrico para la economía peruana, de pequeña escala, estimado con datos trimestrales para el periodo 2003-16, que permite simular el impacto que tienen los choques externos y las políticas macroeconómicas sobre la actividad económica, la inflación, las tasas de interés y el tipo de cambio real. Se realizan cuatro simulaciones básicas: cambios en los precios de las materias primas de exportación, cambios en el gasto público fijado por el ministerio de economía, cambios en la tasa de interés fijada por el banco central y cambios en la intervención esterilizada del banco central en el mercado cambiario. Los ejercicios de simulación sugieren que para enfrentar un choque externo adverso se requiere de una respuesta de política monetaria y fiscal bastante agresiva. Por ejemplo, para mantener constante la brecha del producto registrada durante el periodo 2014-2016 ante una caída extra de 10 % en el precio de las materias primas de exportación, se hubiese requerido un incremento del gasto público de 3.3 % del PBI no primario potencial o una reducción impracticable (más de 1500 puntos básicos) de la tasa de interés de referencia. Igualmente, para mantener constante la tasa de inflación durante 2014-16 ante una caída extra de 10% de los precios de las materias primas de exportación, se hubiese requerido un incremento de las ventas netas de dólares de 60% en promedio.
Este trabajo cuantifica el impacto de un conjunto de choques externos sobre la economía peruana, los cuales son caracterizados como: i) demanda, ii) oferta, iii) financieros, y iv) precios de exportación. Utilizando datos entre 1995 y 2019, se estiman modelos VAR bayesianos con bloque exógeno, los cuales son identificados mediante restricciones de ceros y signos. Los resultados sugieren que la economía peruana está altamente expuesta a choques externos, los cuales explican alrededor del 60% de la varianza de las variables domésticas. A partir del análisis de descomposición de varianza del error de predicción, descomposición histórica, y funciones impulso-respuesta, se encuentra que los choques de demanda externa son los más relevantes para explicar la dinámica del PBI doméstico, la inflación y el tipo de cambio. Los choques de oferta externa tienen un mayor efecto sobre la inflación local, mientras que choques financieros externos tienen efectos más relevantes y duraderos sobre la tasa de interés doméstica. Por último, los choques de precios de exportación tienen efectos significativos sobre la devaluación cambiaria.
