China e América Latina têm demonstrando renovado ímpeto de cooperação. A ênfase no setor extrativista tem constituído a principal dinâmica nessas relações, todavia, outra sinergia tem contribuído para um redesenho voltado para Ciência Tecnologia e Inovação (CT&I). Esse aperfeiçoamento das relações por meio da Comunidade de Estados Latino Americanos e Caribenhos (CELAC), pode ser acompanhado, por intermédio do Fórum China-CELAC e da Parceria China-CELAC em Ciência e Tecnologia, desde 2015. Considerando que Realismo e Liberalismo são as vertentes teóricas que mais contribuem nas análises sobre a China nas Relações Internacionais (RI) e constatando limitações dessas matrizes científicas, isso indica que as RI não podem prescindir de novas perspectivas capazes de renovar sua capacidade interpretativa. Essas perspectivas têm dado lugar a relevância de estudos não ocidentais, que viabiliza a emergência de novo acervo teórico-epistemológico. Ainda que em formação, na China, isso está sendo reconhecido como parte de uma Teoria Chinesa das Relações Internacionais. Assim, a cooperação entre China e América Latina no setor de CT&I serve como instrumento de verificação empírica das teorias não ocidentais em construção.
El panorama político y económico de Asia Oriental y América del Sur está marcada por diferencias y similitudes. En este contexto, es útil comparar las estrategias de desarrollo económico junto con los aspectos geopolíticos de estas de Estado. Como hipótesis, se considera que el concepto de desarrollo puede estar relacionado con un eje geopolítico, que permite comparar estrategias de políticas estatales. Las trayectorias de estas regiones se comparan a través de fuentes teóricas que analizan el progreso socioeconómico y político, en especial del periodo posterior a 1945. Un ambiente de competencia y de expansión del poder ocurre a nivel mundial sin embargo, diferentes regiones adquieren prioridad. En este contexto, cuando se comparan los proyectos políticos de los países de América del Sur y de Asia Oriental, la pregunta es: ¿Cómo los países aprovecharon sus oportunidades y siguieron caminos diferentes? Con base de fuentes cualitativas, uno de los objetivos de esta propuesta es investigar las estrategias de desarrollo de China, Corea del Sur y Japón, y compararlos con la evolución del desarrollo de los países de América del Sur, considerados colectivamente. El análisis riguroso de algunos autores demuestra que el rumbo político de Asia Oriental aseguró condiciones que le permiten insertarse en el sistema internacional, lo que no se reprodujo en la región de América del Sur. Sobre la base de estas investigaciones, existen experiencias en los países asiáticos que contribuyen a una nueva evaluación de la importancia de las estrategias geopolíticas de América del Sur.
La Amazonía Sudamericana, sensible y cobijada por el stock de recursos estratégicos, vive momentos de incertidumbre. La matriz económica regional se basa en la explotación de recursos naturales destinados al mercado externo. Un hecho reciente en la región es la implantación de infraestructura física basada en el transporte de carretera a partir de los intereses asiáticos, sobretodo de China. Una mirada crítica demuestra que la percepción china en estos sectores ¿sector primario y ampliación de la infraestructura¿ es dirigida por un interés nacional. China, con objetivos estratégicos determinados, está dispuesta a patrocinar obras de infraestructura, junto con Brasil y otros agentes político-económicos. Las carreteras atraviesan bosques y parecen hacen parte del interés gubernamental chino en las commodities regionales; como demuestra el paso que conecta la producción agropecuaria y mineral del Brasil a los puertos peruanos en el Océano Pacífico. Se pretende analizar la hipótesis de que el desarrollo de la Amazonía corre riesgos de subordinación a los intereses chinos, manteniendo la región como una de las más antiguas periferias del sistema interestatal capitalista. Algunas dudas surgen: ¿Existe la creación de nuevos lazos de dependencia? ¿ La expansión china en la Amazonía contradice los intereses regionales? La apuesta en nuevas revoluciones industriales y tecnológicas que carecen de materias primas abundantes en la región, justifican la conveniencia de investigación científica sobre este contexto
El 4 de febrero de 2016, el Acuerdo Asociación Transpacífico recibió una atención renovada. Además de la entrada de Japón en el grupo, estos países reafirmaron el interés en avanzar en el proceso de liberalización. Considerando la diferencia entre el discurso y la práctica, el propósito de este artículo es investigar en qué términos habría, de hecho, un entusiasmo puramente liberalizante o un sentido geopolítico velado. Metodológicamente, se propone el uso de la teoría de Edward Hallett Carr como eje mediador entre dos grupos de analistas internacionales: los que creen en los propósitos esencialmente liberales de la cooperación y los que la conciben como un intento de reorganizar la capacidad de poder.
