Combating terrorism is closely related to the concept of upholding and protecting human rights in a democratic country. The issue of terrorism has become a transnational issue that threatens world peace, therefore comprehensive efforts are very important for the government to overcome this problem both legally, formally, institutionally and practically. The purpose of this research is to harmonize the implementation of regulations on terrorism from a human rights perspective, because it is still a pros and cons in Indonesian society. The writing of this article uses normative legal research methods. The results showed that the Indonesian government had effective regulations in dealing with criminal acts of terrorism; also regarding the content of the material on various articles listed in Law no. 5 of 2018 is still not fully in line with the principles and norms of human rights which result in the potential or threat of human rights violations, criminal acts of terrorism are increasingly developing with technological advances that are currently spreading into social life.
The Indonesian nation is an independent and sovereign nation an age that is quite old for independence, noble ideals struggle for independence as written and implied in The opening of the 1945 Constitution, which has a free national life, by creating a state government that protects the whole nation and the motherland of Indonesia. High ideals driven by lofty desires and rooted in deep belief, that independence is a fundamental right and therefore every colonization regardless of its form and nature means plunder independence that is clearly contrary to independence humanity and justice. Theory Aanslag, crime of treason is a criminal act of treason against the state (Article 104) of the Criminal Code, a crime of treason to overthrow the Head of State (Article 107) of the Criminal Code and treason in the form of rebellion (Article 108) of the Criminal Code. The purpose of the study was to determine the factors causing treason in the Papua Regional Police and to determine the efforts to overcome the crime of treason by Law Enforcement Officials in the Papua Regional Police. This study uses a type of juridical-normative research sourced from materials primary and secondary, which are analyzed qualitatively by describing descriptively the results of appropriate and relevant data to answer the formulation of the problem in this study. The results of this study are that the factors causing the treason committed by members of the armed criminal group, are the people's welfare factor which is reflected in the economy and the absence of equitable development. In addition, another factor is the factor of government centralization which is considered tyrannical, namely building power that is centered on one person, and the prevention of the crime of treason is carried out through pre-emptive, preventive, and repressive efforts. This effort is carried out by the police and in collaboration with the Papua Provincial Government, Indonesian National Army and the community. With this cooperation, it can create a conducive and safe situation, so that the armed criminal group do not raise the flag or commit the crime of treason again.
Cyber-Terrorism masuk dalam kategori kejahatan lintas batas negara yang terorganisir dan telah ditetapkan sebagai kejahatan luar biasa.Analisa menunjukan bahwa Cyber-terrorism merupakan bentuk transformasi terror yang dilakukan oleh teroris dengan menjadikan jaringan internet sebagai alat atau sasaran serangan. Jenis kejahatan ini bermetamorfosis menjadi kejahatan yang bersifat lintas negara. Pelakunya bisa berasal dari wilayah negara mana saja yang berakibat hukum pada identitas yang berimplikasi pada penentuan jurisdiksi pengadilan. Akibat makna-makna negatif yang dikandung oleh perkataan "teroris" dan "terorisme" para teroris umumnya menyebut diri mereka sebagai separatis, pejuang pembebasan, militan, mujahidin, dan lain-lain. Dengan rangkian jalur yang cukup maju ini maka dibutuhkan kerjasama yang bersifat global atau internegara. Salah satu solusinya setiap negara harus melakukan sinkronisasi tentang peraturan perundang-undangan yang khusus mengatur tentang Cyberterror.

Biaya yang dibebankan oleh pengadilan adalah biaya kepaniteraan dan biaya materai, biaya saksi, ahli, juru bahasa juru sumpah, biaya pemeriksaan setempat, biaya pemangilan dan perbuatan hakim lainnya. Pada perkara prodeo berdasarkan pelaksanaan putusan perkara perdata No. 182/Pdt.g/2013/Pn.Mks yang telah mempunyai kekuatan hukum tetap (inkracht van gewijsde) ditemukan hingga saat ini masih mengalami kendala dalam pelaksanaan eksekusinya ; sehingga tujuan dari pelaksanaan putusan yang berkekuatan hukum tetap yakni dijalankannya eksekusi dengan berdasarkan asas peradilan yang berlaku di Indones ia sebagaimana yang diatur oleh Undang-Undang Pokok Kekuasaan Kehakiman q2 HHHcepat, sederhana dan biaya ringan tidak berjalan sebagaimana mestinya dan tidak efektif.
