A partir da década de 90, o Brasil desenvolveu diferentes estratégias de avaliação da educação superior, começando pelas universidades públicas. Surgiu o PAIUB (1994) que se caracterizou como um Programa construído pelas IES, com o objetivo de desenvolver um processo de avaliação institucional. Em 1996, foi introduzido o Provão, seguido de outros mecanismos avaliativos com a proposta de nivelar as IES em termos de qualidade que, no entanto, não atendeu aos objetivos. Este trabalho recupera essas experiências e traz subsídios sobre a construção e a implantação do Sistema de Avaliação da Educação Superior Brasileiro - SINAES, sancionado em 2004, discutindo os desafios e perspectivas decorrentes de sua implementação.
RESUMO:As posições no debate sobre a avaliação da educação superior, que se iniciou na década de 1980, oscilam entre considerá-la como um processo interno de autoconhecimento institucional ou como ferramenta de regulação das instituições pelo Estado e/ou pelo mercado. Nesse contexto, o artigo trata do processo de elaboração e implantação do Sistema Nacional de Avaliação da Educação Superior (SINAES) no governo de Luiz Inácio Lula da Silva. Mostra-se que, na lei que o institui, estão presentes concepções antagônicas de avaliação e que essa recebe influências díspares como a do Programa de Avaliação Institucional das Universidades Brasileiras (PAIUB) e a do Exame Nacional de Cursos (ENC). Conclui-se que o SINAES tem o mé-rito de sinalizar uma mudança na concepção da avaliação com foco no mercado para a ênfase na melhoria da qualidade. Contudo, a indefinição do modelo de avaliação adotado mostra as oscilações da política de educação superior do governo Lula.Palavras-chave: Educação superior. Avaliação da educação superior. O texto analisa o aparecimento do Índice Geral de Cursos (IGC) e do Conceito Preliminar de Curso (CPC), no contexto da avaliação desenvolvida pelo Sistema Nacional de Avaliação da Educação Superior - SINAES, como uma tentativa de renovar práticas de ranking de instituições de educação superior, visando obter visibilidade midiática.
Com o Provão, em 1996, e depois com o SINAES, em 2004, a avaliação passou a ser um elemento central na política de educação superior brasileira. Apesar das influências dos modelos internacionais as duas principais concepções adotadas (a da avaliação com uma visão formativa/emancipatória e a de regulação/controle) foram delineadas pelos acadêmicos participantes de comissões governamentais do Ministério da Educação durante as décadas de 1980 e 1990. No artigo, analisam-se essas duas concepções e algumas das suas implicações nas políticas atuais. São considerados os documentos oficiais: "Programa de Avaliação da Reforma Universitária" (1983); "Relatório da Comissão Nacional de Avaliação do Ensino Superior" "Uma Nova Política para a Educação Superior Brasileira" (1985), "Relatório do Grupo Executivo para a Reformulação da Educação Superior" (1986). e "Programa de Avaliação Institucional das Universidades Brasileiras" (1993).
Resumo: Desde as décadas finais do século XX, a globalização tem impactado as políticas educacionais, criando uma agenda globalmente estruturada para a educação (DALE, 2010). Nos sistemas educativos nacionais surgiu preocupação pela avaliação e, no caso da educação superior, políticas relativas à aferição da sua qualidade começaram em torno dos anos de 1980, sendo essa a primeira fase do Estado Avaliador (AFONSO, 2013; NEAVE, 2012). Nesse marco, o texto analisa as tendências atuais de avaliação da educação superior em nível global desde fins do século XX até o presente, através de três políticas: a acreditação/avaliação da educação superior; os rankings internacionais de universidades e a avaliação de resultados de aprendizagem. Pretende-se analisar essas três políticas e verificar se elas estão conduzindo a educação superior à fase pós-Estado Avaliador (AFONSO, 2013), em que cada vez os Estados Nacionais terão menos autonomia perante outras instituições que compõem a governança global da educação superior (DALE, 2010).
