Ports always play a strategic role in the development of a country's domestic and international trade, whether it is developing or developed. Ports as a base of maritime trade have changed a lot in recent decades, but in line with these changes, the Ports and Maritime Organization, as the main custodian of port and maritime policy, must adapt quickly, and this adaptation and the process of change in the next generations of ports of the country should lead to good governance in the management of port affairs. The evolutionary process of port governance shows that a single version cannot be used for governance reforms in all ports of the world, so in this study we try to examine the factors affecting good governance at the organizational level. The present study is a descriptivesurvey research in terms of applied purpose and based on its nature and method. The statistical population in this study includes 22 experts of the Ports and Maritime Organization and the sampling method is random and purposeful due to the large number of experts. In this study, we first identify the factors affecting good governance by examining past literature studies in a hybrid manner and then examine the components by surveying experts using the Fuzzy Delphi method and finally to show the causal reasoning between the components of the technique. Fuzzy Cognitive Mapping is used. Findings indicate that the components of Equal Rights and Equity, Responsiveness & Accountability, Defining Outcomes have the highest degree of centrality, respectively, and this indicates the importance of the above components compared to other components of good governance in the Ports and Maritime Organization .
Background: Optimal performance of health care tasks by the government in a way that promotes public health and development of the country is one of the most important pillars of governance. Objective: This study aims to present an optimization model for performing health care tasks by the Iranian government. In this model, the optimal interaction of governmental actors at the three action levels of governance (individual, organizational, and systemic) is examined. Methods: This is an applied descriptive study. Participants were 8 governmental management experts and 350 managers and deputies of the public, private, and non-governmental organizations in Iran. Data were collected by a researcher-made questionnaire. For designing the research model, fuzzy inference system was used. Findings: Promoting health care at the individual, organizational, and systemic levels was effective in optimally performance of the health care tasks by the government. At the individual level, civil society had a more important role, while the private and public sectors had a more important at the organizational and systemic levels, respectively. Conclusion: For optimal performance of macro-tasks in the field of health care, the Iranian government needs to pay more attention to the interaction of civil society and the private, public, and military sectors.
Optimal implementation of government's social functions, which can lead to the development of the country, is the most important pillar of governance. With regard to this fact, the purpose of the present research is to design an optimal model for social duties of the Iranian Government. Methodology: The research was performed based on mixed method in terms of the data gathering. In the qualitative section, the statistical population included academic and organizational experts in the field of public administration. Data were collected by studying theoretical foundations and interviews were administered through focus groups.In the quantitative section, the statistical population included managers, deputies and employees of public, private and non-governmental organizations. Data were collected by questionnaires. To design the qualitative research model, fuzzy inference system was used. Findings: Results show that promoting social functions at individual, organizational and social levels can lead to the optimization of social goals of the Iranian Government. It is also concluded that social affairs at individual level has a greater impact on the optimal implementation of government social functions than the other two levels. Individuals play a pivotal role in the civil society. Originality/ value: Taking the type of social functions into consideration and focusing on appropriate planning are necessary to mobilize social functions. Recommendations: Finally, it is suggested that given the basic role of civil society in the social functions, it should get more emphasis.
paper proposes a model for elite's recruitment to Iranian educational organizations based on the ethics and specific cultural contexts of Iranian society. Methodology: The current paper is an applied, descriptivesurvey. The research methodology is also a combination of quantitative and qualitative approaches. The statistical population included all educational organization in Tehran who studied in the academic year of 2017-18. Fifteen (15) experts of National Elite institute were selected by snowball sampling method. Research data was analyzed using GAMS software. Findings: The results indicated the optimum model dimensions have increased in optimal condition compared to the current situation. Discussion: there is a significant difference between the current situation and the desired level, which necessitates serious attention to the factors affecting the elite's recruitment and the development of appropriate mechanisms for their recruitment in educational organizations.
