Land and forest fires in Riau have occurred since 1998 until last year 2015 by a haze emergency status as a result, causing economic losses, ecological and social aspects. The urgency in this study to see why the Riau provincial government off guard so persistent, because the capabilities of the system and the process will involve considering the fire that occurred not once or twice only. The purpose of this research to know the capabilities being run the Riau provincial government has been in control of who impressed off guard because repeated continuously, and whether factors constraints and defience influencing the capabilities of the Riau provincial government.
Most people in Indonesia utilize and cultivate peatlands based on their unwise habits. They clear the peatlands by burning to be planted. If this condition is left alone, it certainly will threaten the existence and sustainability of peatland ecosystems in the future. Therefore, a breakthrough is needed to solve this problem by actively involving all interested parties. In the context of peatland maintenance specifically and environmental preservation efforts in general, the development of peat forests into peat arboretum is very important. Especially if the existence of this peat arboretum can be used as a educational facility managed by the community by applying the concept of education for sustainable development (ESD). Peatland management through the ESD-based Peat Arboretum can be a model in an effort to encourage people to be constructive and creative in facing the challenges of global warming. Moreover, this effort is also expected to create a resilient community in the sustainable management of peatlands.
A region’s economic growth depends on the development policies based on the wealth determined from the potential of human, institutional and local resources. Furthermore, tThe development needs to link primary sectors with future processing to increase agricultural products’ added value and marketing competitiveness. This study develops an innovative marketing model in agricultural products for small-scale farmers through village-owned enterprises (BUMDes) and micro, small, and medium enterprises (MSMEs) empowerment in coastal areas. One way of realizing this program is by building agribusiness and agro-industry partnerships that are well-planned and associated with other economic sectors' development. The partnership involves community economic institutions, including BUMDes, credit institutions, farmer entrepreneurs, as well as Micro, Small, and Medium Enterprises. BUMDes is a rural-based business with a legal entity managed by the village government to create added value for the community’s agricultural products. Together with MSMEs, these businesses need to support the agribusiness subsystem's development, including trading in agricultural production facilities and business activities. Furthermore, they need to promote agricultural production, support services, a source of market information for rural communities, the main actors of appropriate technology for agricultural products.
Desa Mandiri Energi is a program launched by the Central Government through the Ministry of Energy and Mineral Resources, and this program requires active roles from community in its implementation. The village of Rantau Sakti, one of the villages in Tambusai Utara Sub-district, is a village where the successful implementation of Mandiri Energi Village and formed PLT-Biogas Rantau Sakti. Biogas flow was obtained from the waste of Palm Oil which eventually able to become electrical energy for the community in some villages. The running and development of the Desa Mandiri Energi program was in line with the conflict with PLN Rayon Bagan Batu which was adjacent to North Tambusai District. This article will analyze in depth, like a coin that has two sides. On one hand, when the Mandiri Energi program in several places in Indonesia failed, the program succeeded in North Tambusai Sub-district although it proved to be a conflict with PLN. Conflict goes without mediation between the two actors with different perceptions, which indicates the absence of government in the conflict management process.
PENDAHULUANKesiapan destinasi wisata dan kesiapan masyarakat lokal menjadi sorotan utama dalam konteks pengembangan wisata. Pemerintah sebagai penyempurna dalam melahirkan kebijakan dituntut untuk sensitif dalam melakukan upaya pengembangan. Pemerintah sebagai penggerak utama, yaitu sebagai katalisator, advokator, regulator, koordinator, fasilitator, hub agency, public outreach, dan sekaligus sebagai konsumen, yang akan senantiasa menjaga keseimbangan aspek ekonomi, sosial dan budaya, serta lingkungan. Pariwisata Pariwisata berbasis masyarakat merupakan level terdekat dalam mengupayakan pengembangan dari sektor pariwisata, hal ini dikarenakan pada akhirnya peningkatan ekonomi masyarakat pun akan menjadi lebih baik karena masyarakat lokal sendiri yang mengembangkan dan juga mengelola pariwisata daerah nya. Partisipasi masyarakat merupakan prasyarat dalam pelaksanaan pembangunan. The dynamic growth of tourist objects is a challenge for the government. Self-management by the community in the Tourism Village means providing the widest possible opportunity for the community to develop and improve the economy of the local community as a whole. Pulau Gadang Village has great potential with the emergence of various tourist attractions. The method used uses a qualitative approach. This study found that in producing tourist village formats in Pulau Gadang village in addition to requiring high aspects of community participation, this was also evidenced by legality and security aspects that must be met. Abstrak: Peningkatan Ekonomi Rakyat Berbasis Desa Wisata. Dinamisnya pertumbuhanobjek wisata merupakan sebuah tantangan bagi pemerintah. Pengelolaan sendiri oleh masyarakat dalam Desa Wisata berarti memberikan kesempatan seluas-luas nya untuk masyarakat mampu mengembangkan dan meningkatkan ekonomi dari masyarakat lokal secara keseluruhan. Desa Pulau Gadang memiliki potensi yang besar dengan munculnya beragam objek wisata. Metode yang digunakan menggunakan pendekatan kualitatif. Penelitian ini menemukan dalam menghasilkan format desa wisata pada desa Pulau Gadang selain membutukan aspek partisipasi masyarakatnya yang tinggi, hal ini juga dibuktikan dengan aspek legalitas dan keamanan yang harus terpenuhi.Kata Kunci: desa wisata, partisipasi masyarakat, masyarakat lokal
