O uso de recursos de soft power em estratégias inteligentes, geralmente tem sido vinculada pela literatura aos países desenvolvidos devido a uma perspectiva em que - especialmente - soft power é visto como uma extensão do hard power. No entanto, o Brasil, um país em desenvolvimento, assina Acordos Culturais desde a década de 1930, com o objetivo de usar a ciência e a educação como ferramentas diplomáticas. Este artigo tem como objetivo dar uma perspectiva histórica à diplomacia científica brasileira através da assinatura desses acordos culturais bilaterais desde a década de 1930 e seu desenvolvimento na diplomacia educacional na década de 1960. Mostramos neste artigo que o Brasil criou uma forte diplomacia científica, incorporada à sua diplomacia cultural, baseando-se na criação de uma narrativa legítima baseada na cultura, ciência e educação como alternativa à sua falta de força. Esses acordos culturais foram desenvolvidos em programas de intercâmbio nacional focados principalmente em estudantes do ensino superior desde 1965, e ainda existem hoje em dia - uma das estratégias de diplomacia da ciência (e da educação) mais longas do mundo, criando uma política externa bem-sucedida e estável, administrada pelo órgão diplomático brasileiro.
Science and Innovation Diplomacy (S&ID) has emerged in recent years as a relevant scholarly movement and interdisciplinary research agenda internationally. This field is promoting a significant impact on the understanding of the cultural and political dynamics of Science, Technology and Innovation (ST&I), implementing initiatives from local to global level. Notwithstanding, S&ID is growing asymmetrically around the world, setting up over a particular configuration in the so-called Global South (GS) societies. In Latin America (LA), although S&ID is a recent, unequal and intra-nationally fragmented process, there are important achievements that have been able to create a favorable mix of approaches, agendas, and practices in this field. Addressing the scope of the special issue “Science Diplomacy and Sustainable Development: Perspectives from Latin America,” this article aims to present a comprehensive analytical typology to the study of the emerging experiences of S&ID in LA, catching the diversity of this research agenda. This is a qualitative merged method-based study, sustained by a literature review, documentary research, online data analysis, and typology building. We understand S&ID in LA as a tentative re-organization of different states and subnational actors around the study and institutionalization of the governance of contemporary transformations on the systems of ST&I.
Can developing countries influence the transnational arena using science and education as foreign policy tools? Soft power is usually related to developed countries as consequence of military and economic power. However, taking in account its owns constraints, major developing countries are designing strategies adapted to the new transnational arena modified by technological transformations. Those strategies include scientific and educational agreements towards an exchange of knowledge and shaping public opinion: science, education and innovation diplomacy. To shed light on the central question presented above, I will use as a case study the Brazilian international scholarship program, addressing other issues. Do Brazilian scholarships influence these students' perception towards the country's projection in the international arena? What are the determinants of their perception? Do these students become elites who can influence Brazilian international relations in the future? Thereby, I aim to analyse the role of the international scholarships funded by the Brazilian government to assess the factors that contribute to the success or not of the Brazilian Educational and Foreign Policy. Using a survey with different groups of international students and researchers, I will use statistical analysis to compare their perception of Brazil, indicating the effect of some determinants as field of study, country of residence and the Brazilian region where they pursued their degrees or realized their researches. Also, the survey allows enlighten soft power indicators according to the literature.
Este artigo tem como objetivo discutir a questão de gênero na FAPESP por intermédio de dois indicadores: os cargos de tomada de decisão e os acordos internacionais assinados com a União Europeia, e seus países membros e associados. A análise faz uso de fontes primárias: a partir dos dados oficiais da Fundação, utiliza estatística descritiva para verificar a porcentagem de mulheres em cargos de tomada de decisão por áreas do conhecimento, quando possível; assim como analisa acordos internacionais para verificar a menção à igualdade de gênero em seus textos. Apenas 8% do Conselho Superior, em uma perspectiva histórica, foi composto por mulheres. Além disso, apenas 2% dos acordos analisados citavam a igualdade de gênero. Na FAPESP, apesar de ser possível observar um aumento histórico da participação das mulheres, o resultado da análise mostra que ainda há muito o que avançar quanto à assimetria nas carreiras científicas, assim como em níveis hierárquicos mais altos relacionados à política científica. Neste cenário, a criação de políticas científicas e tecnológicas com a finalidade de desenvolver incentivos para a igualdade de gênero é essencial.
