Une étude de la négociation de la réforme de la PAC permet d'illustrer la crise de la décision dans la Communauté économique européenne. Cette négociation a été mal vécue par les différents partenaires. Pourquoi ? Une enquête a été réalisée auprès de l'ensemble des acteurs de la négociation afin d'examiner le rôle joué par la France. Elle a permis de retrouver les rationalités initiales des positions : après une identification des contraintes, ceux qui ont préparé la négociation avaient des objectifs, dont ils ont déduit le schéma de la réforme. Le processus de négociation a cependant entraîné l'irruption d'irrationalités. Celles-ci sont dues aux incertitudes irréductibles dans la préparation, à l'absence de discussion sur les objectifs, à l'inertie de la décision et enfin à la crise du dialogue.
Le Brexit conduit les Britanniques à accélérer l’évolution de leur politique agricole vers une politique environnementale et du bien-être animal, ce qui peut sembler précurseur en Europe. En revanche, la politique de la pêche reposant sur l’attribution de quotas, et les eaux britanniques étant parmi les plus poissonneuses d’Europe, le Brexit permet de rebattre les cartes et d’introduire une forme d’instabilité dans le monde européen de la pêche.
In his October 2013 report, Mr Maystadt discussed the possibility of clarifying and expanding the 'public good' criterion in EU Accounting Framework, namely that: Any accounting standards adopted should not jeopardise financial stability, and they must not hinder the EU's economic development. He also suggested that more thorough analysis of compliance with the criteria of prudence and respect for the public good was needed. Since 2013, the European Commission further announced a ten-years assessment of the application of the International Accounting Standards (IFRS) in Europe, as well as an harmonisation project for European Public Sector Accounting Standards (EPSAS) led by Eurostat. By convening together leading scholars and policy-makers, this workshop aims to contribute to this debate about the consequences of accounting regulation for Europe's economy and society, concerning both public and private sectors.
