Abstract :The aim is to analyze the key world and regional trends of higher education -according to the proposals of the World Conferences of Higher Education of UNESCO of 1998 and of 2009 and the consideration of it as a common good -and to help promote the necessary transformations of its principal trends. Such as: the quantitative expansion; an increasing privatization; institutional diversification; its internationalization; and the growth of the restrictions in the public financing.Key words: Higher Education. El presente artículo presenta un análisis y un ejercicio prospectivo de posibles escenarios y alternativas globales de la educación superior, de entre ellos: modelo tradicional; modelo de libre mercado; educación permanente; red global de instituciones; desaparición de las universidades. Estos escenarios tienen relaciones con el desarrollo de temas de largo contexto, como la globaliazación, la sociedad del conocimiento, las redes de cooperación regionales, la educación permanente y sobre todo los desdoblamientos de la disputa respecto al significado de la educación superior como bien público o comercio rentable.
El presente artículo formula algunas reflexiones sobre la Segunda Conferencia Mundial de Educación Superior (UNESCO, 2009). El debate principal en ella versó sobre la visión de enseñanza superior como "un bien común", o como "un servicio público", esta última visión fue considerada por muchos delegados como un camino hacia una mayor mercantilización. En el Comunicado Final prevaleció el primer criterio. También en el artículo se analizan los cambios principales en los conceptos de evaluación, calidad, garantía de la calidad y acreditación entre 1995 y 2009. El énfasis se ha movido de la evaluación y la calidad (1995-1998) a la garantía de calidad y acreditación (1998-2003) y luego (2008-2009) en vincular los criterios de calidad a la pertinencia.
Las sintéticas reflexiones de este texto tienen como objetivo identificar los retos que enfrentan los sistemas de educación superior y las universidades de América Latina y el Caribe, ante los posibles escenarios que nos aguardan en un momento de crisis e incertidumbre, tanto a nivel mundial, como en lo que respecta a nuestra región. También ofrece recomendaciones con el fin de construir alternativas que contribuyan a que prevalezcan los mejores escenarios posibles.
The new stage of the Cuban Revolution that began with the presidency of Raúl Castro has seen consultation with the masses about what kind of socialism they want to build, a return to some aspects of the economic reform abandoned in 2000, a key role in the economy for the armed forces, the dismantling of certain programs of the Battle of Ideas that have proved economically unsound, the elimination of certain subsidies and free food for workers, and the reduction of the state through the fusion of ministries and the reduction of the labor force. The success of these policies will condition what scenarios will prevail in Cuba in the future. Possible scenarios include (1) transformation toward a twenty-first-century socialism consistent with the historical roots of the Cuban Revolution, (2) immobility, (3) a socialist market economy such as those of China and Vietnam, (4) collapse and implosion in the style of the Soviet Union and the countries of the Eastern Bloc and/or internal revolt, and (5) overthrow of the government because of a military invasion by the United States. Scenarios 1, 2, and 3 are most probable, but 5 cannot be ruled out. A series of policy alternatives is suggested here that might make the first scenario possible.
La principal hipótesis de este capítulo es explicar como se ha logrado en Cuba una ES con equidad y de calidad mediante políticas de inclusión social. El resultado de estas políticas ha sido el desarrollo científico en el estado del arte conforme a estándares internacionales actuales y una de las tasas de matrícula (61%) más altas de la región. The main intent of this chapter is to explain how Cuba managed to build a higher education which combines equity and quality by means of policies of social inclusion. The result of these policies has been a state of the art scientific development according to current international standards and one of the highest enrollment rates (61%) in the region
El presente artículo presenta un análisis del nuevo concepto de alfabetismo científico como competencia requerida para el ejercicio de la ciudadanía en el siglo XXI y como complemento y ampliación del alfabetismo tradicional.
