Embora os conselhos de saúde tenham sido instituídos formalmente, pelo menos em tese, como um mecanismo de participação e controle social da formulação e operacionalização das políticas de saúde no Brasil, tem sido comum nos depararmos no cotidiano de trabalho, enquanto profissionais de saúde, com o sentimento de descrédito, de não pertencimento ou mesmo, não representação por parte da maioria dos usuários dos serviços de saúde. Diante disso, o presente estudo tem como objetivo discutir acerca do papel desenvolvido pelos conselhos de saúde, como mecanismos formalmente instituídos para a participação e o controle social das políticas públicas de saúde no Brasil contemporâneo. Trata-se de uma pesquisa bibliográfica, realizada a partir de consulta a obras que versassem acerca da temática abordada. Concluiu-se que embora os conselhos de saúde representem um grande avanço no que diz respeito ao marco regulatório da participação social, e da instituição da democracia no país, a forma com que ele foi sendo instituído na prática faz com que, em diversas situações, ele possa ser considerado como um mecanismo falacioso de participação da comunidade. Sobretudo no contexto atual, em que o governo em curso no país empreende uma série de ações que atentam às formas já tão fragilizadas de participação e controle social legalmente constituídas.
