In Europe the social economy employs almost 15 million workers. During the crisis years, unlike other sectors, it has often generated an increase in jobs. The aim of this comparative study is to investigate how to allow the supply and demand for young people to meet in the different types of social economy bodies. In particular, it concentrates on the problem of how to bring into line initial university training and the skills required by these organizations. The focus is placed on the varied family of training workers present in at least 75% of the organizations, whose professionalism is nevertheless rarely acknowledged. The papers proposed in this book try to identify the most suitable solutions at the level of curriculum, career development and accompanying measures, while drawing solutions from objective findings and not from training system needs or convictions.

Learning devices can be embedded into organizational contexts. Through them learning processes can be intentionally activated as to transform employees while working. Workplaces have their own learning potential due to their high level of structuring and regulation. Their learning potential transform organizational actors while they are in the productive actions. Identifying embedded learning processes helps in intercepting learning valencies of workplace experiences and observing learning actions that can lead to transformative processes. Results of related research activities are presented in the volume. They have been carried out in more than ten years of research implemented in three types of organisations: business, museum, prison. Research experiences are analysed by using a model of study that is based on the reconstruction of the learning processes as they are experienced by the actors considered. Moreover the model is based on the analysis of learning actions that are embedded into the productive and service provision processes. Factors and conditions are analysed as well through which organisations can act on employees transformation.

Per questo Earlall ed i Governi membri si sono impegnati nella redazione di questo Policy paper il cui scopo è di individuare il contributo che le Regioni possono apportare alla attuazione della strategia europea nel campo del lifelong learning nel quadro di quanto previsto per la cooperazione europea nel settore dell'istruzione e della formazione nella prospettiva del 2020. A questo spingono anche le conclusioni dei documenti di valutazione della Strategia di Lisbona pubblicati dalla Commissione il 2 febbraio 2010. La stessa Commissione riconosce che «la strategia di Lisbona non disponeva degli strumenti necessari per affrontare alcune delle cause della crisi» e così «tra impegni e azioni concrete permane un divario di attuazione» e rileva come il coinvolgimento di partner regionali, locali e sociali è stato meno significativo del dovuto, sebbene, nei settori interessati dalla strategia di Lisbona, gli attori regionali e locali abbiano spesso importanti competenze politiche e notevoli risorse. La risposta di 120 Governi regionali alla Consultazione su Europa 2020 ha dato indicazioni precise circa alcune delle decisioni da assumere in materia: si tratta di «rafforzare il ruolo delle autorità regionali e locali nella strategia, per garantire un partenariato pieno e paritario tra i vari livelli di governo, ovvero una "governance multilivello"». Nel campo del lifelong learning, molte autorità regionali e locali rivendicano competenze importanti in quanto sono loro i soggetti istituzionali che possono apportare un contributo significativo alla realizzazione delle riforme in loco. Lo stesso vale per le politiche d'istruzione e d'innovazione, le infrastrutture, il mercato del lavoro, l'inclusione sociale, l'ambiente, i servizi pubblici di alta qualità e la politica in materia di TIC. L'analisi delle politiche regionali esposta nella prima parte di questo documento mostra come i Governi regionali abbiano un ruolo essenziale rispetto a:-la qualificazione dell'offerta di competenze -la riforma e la qualificazione dei sistemi formativi -la realizzazione di tali compiti attraverso la governance che implichi l'impegno di tutti gli attori pubblici e privati. Ed è proprio per potenziare il ruolo dei Governi regionali che Earlall si è data un Piano di azione volto a potenziare le opportunità di cooperazione interregionale:-sia per rafforzare il dialogo con le istituzioni europee sul lifelong learning; -sia per operare su priorità quali: a. la creazione di strumenti europei che incoraggino la mobilità tra regi...
