Employability is one of the pillars accorded priority by the European Commission in its employment strategy, entailing a certain number of obligations for the Member States. In fact nine tenths of the employment policy measures come under this central pillar. In an initial section, the author shows that, over and above consensus concerning a very general goal (improvement of opportunities for all, and first and foremost the most disadvantaged, as regards access to employment), the category of employability is far from unequivocal given the widely ranging underlying economic and social models and the ambiguous -to say the least -links between this concept and employment. It is highly desirable for Community debate that these models and links with employment should be made explicit. In a second section, two goals of the 1999 NAPs are examined via their inclusion in national policies: activation of passive expenditure including social welfare and minimum benefits; improvement of the transition from school to work by the development of work and training. The same formal objective is far from having an identical meaning in each national setting and, behind partial similarities, the continuing prevalence of strong national specificities is stressed. In a third section, the question of the employability model is taken up once more, with reference to an essential challenge: how can the prerequisites for development of wealth in the EU be reconciled with the protection of those who produce it? Chercheure CEE (Centre d'études de l'emploi) L'accord interprofessionnel du 11 janvier 2008 portant sur la modernisation du marché du travail constitue un accord historique par la variété des thèmes dont il traite : rupture du contrat de travail, gestion prévisionnelle des emplois et des compétences, insertion professionnelle des jeunes, formation professionnelle tout au long de la vie et indemnisation du chômage. Le parti pris de cet article est de chercher à en évaluer le contenu à la lumière des thèses et des propositions qui ont précédé sa négociation. Si l'on veut bien admettre que les débats sur l'avenir du marché du travail s'articulent autour de deux thématiques : la sécurisation des parcours professionnels, d'un côté ; la flexibilisation du rapport de travail, de l'autre, l'accord suscite des réactions contrastées. Sur la sécurisation des parcours, il déçoit car il n'en constitue qu'une première étape, incertaine, renvoyant à une série de négociations à venir. Sur la flexibilisation du rapport de travail, l'accord surprend. Là où on pouvait s'attendre à voir émerger des mesures offrant une plus grande flexibilité dans l'utilisation de la main-d'oeuvre, ce sont principalement des dispositifs de sécurisation juridique qui font leur apparition. The aim of this concluding article is to bring together the ideas and arguments of the articles that make up this issue so as to present some conclusions and recommendations. The article emphasizes important lessons from this special issue, underlining how Europe has lost its way over recent years by imposing the market as the primary mechanism for social and economic organization. It presents some recommendations and priorities for future debates on the employment and social policy agenda.Ré sumé L'objectif de cet article de conclusion est de rassembler les idées et les arguments des articles qui constituent ce numéro spécial et de présenter ainsi quelques conclusions et recommandations.
