The presence of Information and Communication Technology (ICT) can be a solution to environment issues, one of the concepts about environment-friendly of ICTs is a Green ICT. Digital Signature in Indonesia regulated in Government Regulation No.82/2012 About System Implementation and Electronic Transaction, thats works to authentification tools and verification. By implementing of Green ICT, it's expected that the use of media such as excess paper in office will be minimized. This study looking for Green ICT solution using the Digital Signature. With the existing theory, it is expected that the implementation of Digital Signature can reduce the use of paper in the office and maximize the concept of e-Government. However, implementation of e-Government with the technology increasing the use of paper and the use of digital signature technology with high-tech encryption is felt to burden the organization, it is not same way with objective of e-Government, a budget efficiency. Therefore Digital Signature with PKCS#12 method which are issued officially by the government expected to increase paper reduction. PKCS#12 method in addition to not requiring its own infrastructure, the use of the method also does not require a lot of money to funding the Digital Signature system. AbstrakKehadiran Teknologi Informasi dan Komunikasi (TIK) menjadi sebuah solusi mengenai isu ramah lingkungan, salah satu konsep tentang TIK yang ramah lingkungan adalah Green Information and Communication Technology (Green ICT). Tanda Tangan Digital di Indonesia diatur dalam Peraturan Pemerintah No.82 Tahun 2012 Tentang Penyelenggaraan Sistem dan Transaksi Elektronik, yang berfungsi sebagai alat autentifikasi dan verifikasi. Dengan menerapkan Green ICT, diharapkan penggunaan media seperti kertas berlebih di lingkungan perkantoran akan semakin diminimalisir. Penelitian ini ditulis sebagai kajian dari sebuah sistem pendukung Green ICT, yaitu Tanda Tangan Digital (TTD). Dengan teori yang sudah ada diharapkan penerapan TTD dapat mengurangi penggunaan kertas di lingkungan perkantoran atau lebih memaksimalkan konsep e-Government. Research of Twitter Utilization as media of mass communication be held at Banjarmasin City and Banjarbaru City on South Kalimantan, and at Palangkaraya City at Central Kalimantan. The Research objective is to know who function is and utilization of social networking services as media of mass communication and how to form of the communication has made from communication media who is formatted caused by innovation of technology. This research with descriptive, be held with qualitative approach with depth interview with the admin twitter account who have a choice and be held the observation againts that accounts during three months started on August until October 2013.The Research objective showed five twitter account with the most number of followers who's helped with twitter to mass of communication. The communication pattern has founded is a pattern of hybrid communication who depend on interactivity and cannot be limited by time and location. It's have different against pattern of communication hybrid from five account. Indonesia is a country with the most of twitter user, Ministry should be pushing the twitter, to registered twitter with .id domain, in order twitter can be easy to accessing in Indonesia. Keyword : utilization, twitter, hybrid media, mass communication, SNS ABSTRAK Penelitian pemanfaatan twitter sebagai media komunikasi massa dilakukan di Kota Banjarmasin dan Kota Banjarbaru Kalimantan Selatan, serta di Kota Palangkaraya di Kalimantan Tengah. Tujuan penelitian ini adalah mengetahui bagaimana fungsi dan pemanfaatan jejaring sosial sebagai media komunikasi massa dan bagaimana pola komunikasi yang tercipta dari media komunikasi yang terbentuk akibat innovasi teknologi tersebut. Penelitian ini bersifat deskriptif, dilakukan dengan pendekatan kualitatif dengan metode wawancara mendalam dengan admin akun twitter yang berhubungan dan dilakukan observasi terhadap akun-akun tersebut selama tiga bulan mulai dari Agustus hingga Oktober 2013. Informan dipilih dengan metode purposive sampling dengan Judgment Sampling, lalu dipilih akun dengan jumlah followers lebih dari 10,000 sejak bulan Maret 2013. Hasil penelitian menunjukan ada lima akun dengan jumlah followers terbanyak yang terbantu akan twitter untuk berkomunikasi secara massa. Pola komunikasi yang ditemukan juga adalah pola komunikasi hibrida yang mengandalkan interaktivitas tinggi serta tidak terbatas oleh ruang dan waktu. Terdapat perbedaan pola komunikasi hibrida pada lima akun terbesar di wilayah Kalselteng tersebut. Tingginya penggunaan twitter hendaknya kominfo mendesak untuk mendaftarkan domain dengan domain .id agar twitter dapat mudah diakses di Indonesia. As the windows of information, communication facilitator role in Government Public Relation (GPR) serve as all-in-and-out of information from or to publics. For that, this research be held to find about the communication facilitator role on GPR of South Kalimantan Provincial Government. This research intends to knowing communication facilitator role to provide information to people and otherwise. This research uses qualitative approach with descriptive case study method, the data collection through observation and depth interview with informants purposively selection. The research result showing the communication facilitator role in GPR Bureau is not optimal, caused by unavailable information who can be accessed by the public or the otherwise. Government Information which should can be accessed at government official website or at the social media not be optimized by the GPR Bureau well as the Main Information Management and Documentation Officer (IMDO) whose role is held by the GPR Bureau of the information that should be accessible through the website, is not available. This contrasts with some Local Work Unit function only a Subsidiary IMDO, but they were ready to provide information to the public through a website managed
The study was be held in three provinces, South Kalimantan, Central Kalimantan, and Sulawesi, in each province have been six districts / cities. Furthermore, the district / city as research areas are determined randomly by the total respondents as many as 680 people from a total of 5,239,239 total population in the study area. This study aims to determine the public's knowledge of the online media / social media and determine public opinion against its use in social interaction through online media / social media. Approach to research conducted by using descriptive approach kuantitati, Withdrawal sample in this study is the random sampling method kish grid. The results showed five major social interactions on social media, ie, share files, add friends / relatives, search for information, communication and online buying and selling. In addition, online media interaction provides benefits, ie, to meet with people who have similar interests, increase knowledge, and certainly adds to the relationship. Productive age are more open to keep up with technology, although there is a fee to adopt the technology, but it does not become an obstacle the respondent to continue to follow the development of these technologies. Should use online media in order to be maximized for education and jobs, such as providing information or notice, because it is very fast online media to be accessed.Keyword: Social Interaction, communication, technology, online media ABSTRAKPenelitian dilakukan di tiga provinsi, Kalsel, Kalteng, dan Sulteng, di masing-masing provinsi dipilih enam kabupaten/kota. Selanjutnya kabupaten/kota yang menjadi lokasi penelitian ditentukan secara acak dengan total responden sebanyak 680 orang dari total 5.239.239 total populasi pada wilayah penelitian. Penelitian ini bertujuan untuk mengetahui pengetahuan masyarakat terhadap media online/media sosial dan mengetahui pendapat masyarakat terhadap pemanfaatannya dalam berinteraksi sosial melalui media online/media sosial. Pendekatan penelitian dilakukan dengan menggunakan pendekatan deskriptif kuantitati, Penarikan sample pada penelitian ini adalah dengan random sampling menggunakan metode kish grid. Hasil penelitian menunjukan lima interaksi sosial yang utama pada media sosial, yaitu, berbagi file, menambah teman/relasi, mencari informasi, berkomunikasi dan jual-beli online. Selain itu interaksi media online memberikan manfaat, yaitu, bertemu dengan orang yang memiliki minat yang sama, menambah pengetahuan, dan tentunya menambah relasi. Usia produktif lebih terbuka untuk mengikuti perkembangan teknologi, walaupun ada biaya untuk mengadopsi teknologi tersebut, tetapi ini tidak menjadi halangan para responden untuk terus mengikuti perkembangan teknologi tersebut. Hendaknya penggunaan media online agar lebih dimaksimalkan untuk pendidikan dan pekerjaan, seperti memberikan informasi atau pemberitahuan, karena sifatnya media online yang sangat cepat untuk diakses.Kata Kunci : Interaksi sosial, komunikasi, teknologi, media online
