Evaluation must be at service of learning process; however, increasing performance in external assessments without effective learning is not enough. In this regard, it is also necessary to recognize that teachers' attitudes towards external evaluations are different, depending on their impact on their daily school life. With these assumptions, the purpose of this investigation is to identify spaces and possibilities to establish a dialogue with physics teachers regarding external evaluations, in a perspective that recognizes and encourages their autonomy and active positioning. To forward this proposal, we used a theoretical and an analytical methodology. From the theoretical point of view, we seek to articulate three spaces for reflection, all of them with solid results established in their fields, having as their central element the external evaluation. In this sense, we investigate the interfaces Evaluation/Public Policy, Evaluation/Curriculum and Evaluation/Teacher"s formation. At the same time, with regard to the analytical part, and specifically and briefly, the focus is directed to the Enem (National High School Exam), considering it as the only evaluative instrument external that contemplates the discipline of Physics in the State of São Paulo. Regarding the first interface, we observed the complexity in which policy actions take place, as well as the direct and indirect relationships that fall on the school routine, particularly on the Physics teacher, and the little space that this discipline has in Brazilian external evaluations. About the second interface, it was possible to identify different attractions and deviations that may be discussed regarding curriculum considerations after the results of the evaluations. In addition, it was important to realize that the evaluation definitely guides the curriculum, to the point of no inversion in this relationship. Regarding Evaluation/Teacher"s formation, it was found that among Physics teaching courses analyzed, few deal with assessment explicitly and even less with external evaluation. To identify possible forms of dialogue with teachers, Enem's analysis allowed us to point out dimensions that are in line with different teacher performance profiles. Given these results, we propose that the dialogue with teachers should take place since an authentic appropriation of what external evaluation can offer is desirable, for aspects of educational public policies and the curriculum, using questions that favor a conflict, seeking the construction of a more complex and complete view of the external evaluation and the potentialities and limitations of the teacher.
Neste trabalho apresentamos os resultados de uma pesquisa na qual analisamos 86 itens de Física presentes nas edições de 2014 até 2019 do ENEM. Na análise utilizamos a tabela bidimensional da taxonomia de Bloom revisada, que articula a dimensão do conhecimento com a dimensão do processo cognitivo. Como principais resultados encontramos que o conhecimento do tipo conceitual foi exigido em 91,9% dos itens, enquanto o conhecimento do tipo procedimental foi demandado em 1,2% deles. Em relação a dimensão do processo cognitivo, a categoria entender foi requisitada em 36,0% dos itens e aplicar em 48,8% dos itens analisados. Os resultados indicam que, no caso de Física, o objetivo educacional priorizado no ENEM é a aprendizagem de conteúdos conceituais para aplicação na resolução de exercícios.

RESUMOAs avaliações externas, também designadas como avaliações em larga escala, vêm ganhando muito espaço, nas políticas educacionais, nos últimos anos. Uma das suas principais funções é a de estabelecer diagnósticos que possam orientar a melhoria da qualidade da educação. No entanto, qualquer aprimoramento da educação depende da ação dos professores em sala de aula. Neste sentido, considerando o status quo das avaliações e, na necessidade dessa articulação, é que se colocam algumas questões: É possível uma avaliação externa tornar-se também formativa, junto aos professores de Física? Caso contrário, como ir além do simples diagnóstico? Em que âmbitos poderia acontecer, de fato, um diálogo de seus resultados com os professores? Para investigar essas questões, o presente trabalho toma como objeto o Sistema de Avaliação do Rendimento do Estado de São Paulo (SARESP), no que diz respeito à avaliação em Física. Foram realizadas análises em diferentes âmbitos, seja sobre as intenções e objetivos do SARESP, a partir dos documentos propositivos, seja através dos resultados que disponibiliza às escolas e aos professores. Em particular, é analisado seu Relatório Pedagógico, onde são discutidas as provas e os resultados, através da escala de proficiência. Além disso, foi realizada, em escala piloto, uma entrevista com alguns professores, pela metodologia do grupo focal, sobre suas interações com o SARESP. De uma maneira geral, foi possível perceber que se trata de um sistema bem formulado, através de objetivos e metas explícitas, envolvendo índices gerais e específicos, bastante articulado entre o Currículo do Estado de São Paulo e a Matriz de Referência para a Avaliação. Por outro lado, o sistema não é bem aceito pelos professores, especialmente na medida em que assumem que o SARESP tem como consequência responsabilizá-los pelos problemas da educação. Também o bônus é um tema controverso. De uma forma geral, no entanto, a maior limitação do SARESP parece ser seu próprio Relatório Pedagógico, com ênfase excessiva nos percentuais e acertos, entretanto, sem justificativas em relação às opções realizadas e sem a disponibilização integral dos itens das provas. Esse último aspecto não promove a concretização dos entendimentos relativos às habilidades e competências, por parte dos professores, e de possíveis encaminhamentos para a sala de aula. Assim, nossas reflexões indicam que, para que o SARESP possa ultrapassar a meta puramente diagnóstica, é indispensável que venha a estabelecer novas formas de diálogo com os professores. Neste artigo, parte-se do reconhecimento da centralidade que as avaliações externas em larga escala da aprendizagem assumiram nas políticas educacionais nas últimas décadas e problematiza-se a relação com a denominação genérica de avaliação externa, indicando que em alguns casos essa expressão sequer significa avaliação e, em outros, não se trata de avaliar aprendizagem. Depois, são apontadas limitações em relação ao modelo vigente, sobretudo no que tange ao envolvimento de professores e elementos que poderiam compor um modelo de avaliação externa da aprendizagem associado à formação dos professores em avaliação educacional, destacando as teorias em torno da validade e da avaliação democrática. Finalizando são apresentados relatos de uma experiência em Moçambique similar ao modelo alternativo proposto, com a valorização da conceituação, das condições e das características que uma avaliação da aprendizagem, externa ou interna, deve possuir para se colocar como ponto de apoio para o sucesso de todos os alunos.
