Resumo As reformas educativas implantadas nas últimas décadas caracterizam-se, entre outros traços, pela utilização de avaliações em larga escala como instrumento de gestão de redes de ensino e de responsabilização de profissionais da educação. Isso tem ocorrido de modo peculiar em cada país e, no Brasil, observa-se a difusão dessas avaliações, por meio de provas padronizadas. Tais avaliações geram na comunidade acadêmica e educacional um debate no qual há posições que vão da contraposição extremada ao reconhecimento da contribuição das avaliações em larga escala e das medidas educacionais como norteadoras de políticas e programas educacionais, incluindo as restrições ao uso que vem sendo feito de seus resultados. Diante dos argumentos favoráveis e contrários, incluindo as dimensões técnicas e políticas, neste trabalho, apresenta-se uma reflexão que reconhece a utilidade dessas avaliações, ainda que questionando alguns de seus usos para a gestão como critério, por exemplo, para a alocação de recursos nas escolas com melhores resultados, a definição de bônus para professores, o estabelecimento de rankings estimulando a competição entre escolas e redes de ensino, e seu entendimento como indicador único e principal de qualidade de ensino. Assim, o objetivo deste artigo é discutir as principais críticas e ponderações às avaliações em larga escala presentes na literatura nacional e internacional e sistematizar o debate em torno de suas potencialidades. Para tanto, dois aspectos recorrentes na literatura foram destacados, o papel e a validade das avaliações em larga escala nas reformas educacionais e o uso de seus resultados para a gestão de sistemas e escolas.
IntroduçãoNeste trabalho, problematiza-se a adoção dos ciclos como forma de organização do ensino fundamental enquanto política pública de educação para a democratização da escola. Os ciclos, entre outros aspectos, estabelecem, pelo menos potencialmente, uma polarização com a escola seriada e, apesar das diferenças entre várias iniciativas, sua lógica dominante é a tentativa de superar o fracasso escolar, expresso particularmente pelas altas taxas de reprovação, identificando-se na seriação um fator que o favorece.Como nota histórica, é a partir do início dos anos de 1980, com o chamado ciclo básico abarcando as duas séries iniciais, que a temática ganha proeminên-cia nos debates educacionais brasileiros, mesmo que antes desse período tenham se registrado iniciativas com algumas semelhanças, como em 1920, a Reforma Sampaio Dória no ensino paulista. Com a Lei de Diretrizes e Bases da Educação Nacional (LDB), de dezembro de 1996, notadamente pela incorporação da possibilidade dos ciclos, assiste-se a um sensível acréscimo de experiências em prol de sua adoção. Para um panorama histórico desse processo pode-se consultar Mainardes (2001).Em algumas iniciativas de redes públicas de ensino, os ciclos caracterizaram-se mais por atenuar os critérios de avaliação existentes na seriação, mediante a introdução da progressão continuada entre algumas séries -que foram agrupadas sob a denominação de ciclos -e mantida, na maioria dos casos, a possibilidade de reprovação por desempenho ao final de cada ciclo. Em outras situações, as medidas foram mais intensas, com mudanças curriculares, incluindo avaliação, rearranjo dos tempos escolares e alterações no trabalho docente.A adoção dos ciclos produziu uma acirrada polêmica, com destaque nos meios de comunicação e envolvimento de autoridades educacionais, com manifesta resistência de professores, que associam ciclos a queda da qualidade do ensino. No ambiente acadêmico, embora também se possa constatar opositores, os ciclos parecem gozar de maior adesão, havendo restrições quanto à maneira pela qual foram implantados, e já se identifica produção intelectual sobre a temática, como em Mainardes (2004) e Sousa e Barretto (2004).Os ciclos podem ser problematizados pelo alcance que ensejariam, em várias dimensões, no sentido da democratização da escola como garantia de aten-

Apoiando-se na pesquisa nacional, procura-se mostrar possíveis interfaces das avaliações com a qualidade da educação. São destacadas algumas potencialidades e, também, alguns indícios de tensões das políticas de avaliação no cotidiano escolar. Por fim, conclui-se que a avaliação externa, concebida como um processo amplo que envolve escolhas técnicas, políticas e ideológicas, é um importante instrumento para o incremento da qualidade da educação nas escolas públicas. From the debate on quality in education this work aims at identifying the strengthening of initiatives external evaluations of educational policy as a guideline for improving the quality of education in schools. Drawing on national survey try to show possible interfaces of evaluations with the quality of education. Are highlighted some potential, and also some evidence of political tensions evaluation in school life. Finally, it is concluded that the external evaluation, conceived as a broad process that involves technical choices, political and ideological is an important tool to increase the quality of education in public schools.
