Neste trabalho, fazemos um conjunto de análises que procuram esclarecer os efeitos fiscais das emancipações municipais ocorridas após a aprovação da Constituição Federal de 1988 no Brasil. Nossos resultados indicam que a criação de novos municípios potencialmente contribuiu para o crescimento econômico das áreas rurais do país, no entanto, podem também ter aumentado a ineficiência na provisão de serviços públicos locais. Ficou evidenciado, por meio do uso de uma técnica de pareamento simples, que os municípios que passaram por um processo de subdivisão apresentaram maiores despesas que os demais, e que o financiamento dessas despesas foi feito com base em receitas não próprias. Por último, a partir de um conjunto de modelos de regressão linear, estimamos em 25 bilhões de reais o acréscimo nos gastos públicos resultante destas emancipações.
É comum a noção de que o endividamento externo é mais arriscado do que a captação no próprio país. Imagina-se que um “alto” endividamento externo tende a gerar problemas fiscais em eventos de desvalorização cambial. Mas qual seria esse nível “alto”? Existe algum nível de dívida externa que não gera problemas fiscais e risco de insolvência? Este trabalho deriva o serviço de dívida cambial, em percentual da receita, que é neutro com relação a variações cambiais e estima esse nível neutro para os estados do Brasil. O nível neutro é calculado em função de parâmetros de crescimento do PIB, elasticidade da receita, pass-through cambial à inflação e percentual de vinculação das receitas dos estados. Conclui-se que o nível de dívida cambial máximo que é imune a desvalorizações é de cerca de 20% da receita do estado e que a maioria deles está abaixo desse nível.
