Kegiatan yang dilakukan oleh Program Kampung Keluarga Berencana (Kampung KB) tidak hanya identik dengan penggunaan dan pemasangan alat kontrasepsi, akan tetapi program tersebut merupakan sebuah program pembangunan terpadu dan terintegrasi dengan berbagai program pembangunan lainnya. Program Kampung KB dipersepsikan sebagai program pengendalian jumlah anak serta identik dengan alat kontrasepsi/alat KB, sedangkan aspek kependudukan, pembangunan keluarga, maupun aspek lintas sektor Kampung KB diketahui dan dipahami namun dengan terbatas juga. Masyarakat Kampung KB menerima pelayanan KB dan pelayanan kesehatan disamping mengikuti kegiatan-kegiatan yang dilaksanakan di Kampung KB seperti kegiatan advokasi dan komunikasi, informasi, dan edukasi (KIE) serta kegiatan-kegiatan lainnya yang dilaksanakan oleh kelompok-kelompok kegiatan di Kampung KB. Disamping itu, kegiatan lintas sektor seperti pendataan dan pembuatan akte kelahiran dan Kartu Tanda Penduduk (KTP) berkerjasama dengan Dinas Kependudukan dan Catatan Sipil (DISDUK CAPIL) Kota Tanjungpinang, menunjukkan adanya kerjasama lintas sektoral yang terbangun walaupun terbatas pada aspek-aspek lintas sektoral tertentu. Salah satu tantangan Program Kampung KB adalah minimnya dukungan anggaran. Keengganan masyarakat untuk menjadi kader Kampung KB dalam PPKBD/Sub-PPKBD atau terlibat dalam POKJA Kampung KB, dapat diatribusikan pada minimnya insentif atau stimulan finansial yang tersedia bagi para kader Kampung KB. Disamping itu, tantangan lainnya adalah dalam bentuk sarana operasional seperti bangunan sekretariat Kampung KB yang walaupun tersedia masing-masing Kampung KB, Kampung KB yang menumpang pada bangunan lainnya seperti POSYANDU, POLINDES, Balai Penyuluhan, atau bangunan lainnya.
Salah satu program pemberdayaan dari pemerintah adalah program pemberdayaan komunitas adat terpencil. Desa Tajur Biru Kabupaten Lingga merupakan desa yang memiliki banyak suku terdalam yaitu suku laut, fenomena yang terjadi adalah terbatasnya pelayanan umum seperti sarana jalan, penerangan, posyandu dan belum terjangkau pelayan sosial seperti keadaan di atas menjadikan Desa Tajur Biru sebagai sasaran program komunitas adat terpencil. Tujuan penelitian ini pada dasarnya adalah mendeskripsikan Pemberdayaan Masyarakat Komunitas Adat Terpencil Oleh Pemerintah Kabupaten Lingga pada Desa Tajur Biru Kecamatan Senayang Kabupaten Lingga. Menemukan kendala- kendala dalam Pemberdayaan Masyarakat serta mendeskripsikan model Pemberdayaan yang lebih tepat untuk Masyarakat Komunitas Adat Terpencil Desa Tajur Biru Kecamatan Senayang Kabupaten Lingga. Untuk dapat melihat pemberdayaan masyarakat tersebut mengacu pada pendapat Soetomo (2011:96). Teknik pengambilan sampel yang digunakan adalah purposive sampling, yang mana sampel dalam penelitian ini 5 (lima) orang. Berdasarkan dari uraian yang telah dijelaskan, maka dapat diambil kesimpulan bahwa Pemberdayaan Komunitas Adat Terpencil belum mampu memberdayakan masyarakat komunitas adat terpencil tersebut. Kendala yang terjadi adalah selama ini pemerintah sebagai instansi lokal hanya memberikan pembinaan, pelatihan dan pemahaman terhadap pemberdayaan Komunitas Adat Terpencil, namun sarana prasarana belum dapat dilengkapi dengan baik seperti sarana prasarana pendidikan, tempat ibadah dan layanan kesehatan. Adapun saran yang dapat disampaikan adalah sebagai berikut seharusnya ada sarana prasarana pendukung kemudian adanya sekolah yang didirikan bagi anak-anak dari komunitas adat terpencil, merubah pola pengembara hidup dengan program mengapung.Seharusnya ada pola pemberdayaan lainnya seperti membangun rumah permanen di darat untuk masyarakat suku laut.Memberikan kesadaran pendidikan pentingnya pendidikan bagi masyarakat suku laut.
Ecotourism activities and the community-based ecotourism model are not new in Bintan District. Some coastal villages such as the Village of Kuala Sempang through Ballond Mangrove Tour and the Village of Pengudang through Pengudang Bintan Mangrove are even able to promote the mangrove forest ecotourism activities managed by the local communities. The success in promoting tourism potential through the concept of ecotourism in these villages certainly brings the hope of empowerment to the communities. Some studies even emphasize that tourism with the concept of ecotourism and community-based ecotourism models can contribute positively and can be used as a means or tool for community empowerment, especially for economically marginalized local communities. However, so far, studies on tourism in Bintan District are more focused on aspects of managing ecotourism activities, evaluating the development of ecotourism, and studying the potential of mangroves, while studies on community empowerment through ecotourism activities are needed to be encouraged to provide understanding based on empirical evidence of the impact and benefits of ecotourism activities for community empowerment, especially in coastal villages. Therefore, this study aims to describe how ecotourism activities empower the communities in coastal villages in Bintan District.
The purpose of this article is to review and analyse the development of applied renewable energy in Indonesia. Indonesia has achieved 91.16% electrification rate in 2016, and in 2024 planned to achieve 100% electrification for its population. Lack of electricity access, however, is common throughout Indonesia. Provinces in eastern Indonesia such as Nusa Tenggara Timur and Papua Barat has the lowest electrification ratio, while provinces such as Nusa Tenggara Barat, Sulawesi Tenggara, Kalimantan Tengah, Kalimantan Utara, and Kepulauan Riau has less than 80% electrification rate. Out of the 34 provinces, only Bangka Belitung, Jawa Barat, and Jakarta have the electrification ratio above 99% in 2016. Providing electricity access to the population is proven to be difficult due to Indonesia’s archipelagic geography which acted as a barrier and poses a challenge in electrification efforts. Studies, however, have shown the potential use and application of renewable energy to provide electricity to islands and archipelagos. It is therefore important for Indonesia to take note that renewable energy initiatives, particularly on islands and archipelagos, are not only yielding positive results socially, economically, and environmentally, but it is also viable and feasible to implement.
