Graphic abstract This study aims to identify explanatory factors to increase the agricultural performance of Brazilian and Australian sugarcane mills. The relevance of Brazil and Australia for the sugar industry motivated the development this study based on the most important factors in both countries responsible for increasing the efficiency in sugarcane production. Thus, this study is designed to assess the hypothesis that there are a few explanatory variables that are deeply responsible for the agricultural efficiency in the sugar-energy sector. As a specific objective, it proposes a DEA (Data Envelopment Analysis) model that seeks to optimize the production of Total Recoverable Sugar (TRS) by planted area, and simultaneously, minimizes mineral and vegetable impurities. The sample consists of 82 observations from 32 sugarcane mills. An agricultural efficiency study was performed using the two-stage DEA, in which the evaluated mills according to the level of efficiency in the proposed model. Then, a Multiple Linear Regression Analysis was performed to identify the variables with the greatest influence on the performance of the mills in terms of efficiency. The results revealed six relevant variables for increasing the agricultural performance in the production of sugarcane: rainfall (mm weekly), chopped cane delivery (%), delivery time (h), borer (%), air humidity (%), and rods in raw wine (× 10 5 /mL). Finally, semi-structured interviews with Brazilian and Australian experts in the sugar-energy sector allowed the identification of five other relevant complementary factors that were unavailable in the database: genetic variety, agricultural cultivation activities, edaphoclimatic factors, renewal of sugarcane fields and irrigation system. The results of this study were grouped into the dimensions of environment, yield, and impurities, providing quantification and better understanding of the identified explanatory factors and the agricultural performance in terms of production efficiency, offering fundamental information that enables managers to make decisions and prioritize the aspects that contribute more significantly to the increase in agricultural productivity of the planted area.

RESUMO:Este estudo tem por objetivo analisar o impacto das variáveis tamanho e localização na eficiência operacional de usinas de cana-de-açúcar no Brasil na safra 2008/2009. Para tanto, realizou-se um estudo de eficiência operacional, por meio da aplicação da Análise Envoltória de Dados (AED), na qual foi possível identificar as usinas mais eficientes dentre um universo de 355 e classificá-las por tamanho e localização. A análise quantitativa sugere que existe maior concentração de usinas classificadas como eficientes e de tamanho grande, localizadas no estado de São Paulo. Objetivando uma análise em profundidade, foi realizado um estudo de múltiplos casos em um grupo de usinas. Conclui-se que a eficiência operacional de usinas de cana-de-açúcar depende da variável tamanho, na medida em que as usinas de maior porte tendem a investir mais em tecnologias que proporcionam maior ganho de eficiência operacional. A eficiência também depende da variável localização, na medida em que o estado de São Paulo apresenta condições edafoclimáticas mais favoráveis à extração de uma cana-de-açúcar com maior teor de sacarose, que, consequentemente, pode influenciar na eficiência operacional de usinas de cana-de-açúcar. DATA ENVELOPMENT ANALYSIS (DEA) APPLICATION FOR THE RELATIVE EVALUATION ON THE OPERATIONAL EFFICIENCY OF SUGAR CANE MILLS IN BRAZIL ABSTRACT:The study aims to analyze the impact of the variables size and location over the operational efficiency of sugarcane mills producing sugar and ethanol in Brazil year 2008/2009. Data concerning total milling and total production of sugar and ethanol was collected regarding Brazilian sugar cane mills. An operational efficiency ranking was developed, applying Data Envelopment Analysis (DEA) technique, through which was possible to verify which were the most efficient among 355 sugarcane mills and, therefore, compare the variables size, location and operational efficiency among the Brazilian mills. The quantitative analysis suggests that among the efficient groups, there is a major concentration of larger mills, located in the state of São Paulo. Aiming an in-depth analysis, a multiple-case study was conducted in a group of sugarcane mills, and interviews with experts in the sugarcane industry were developed. Therefore, the conclusion is that operational efficiency of sugarcane mills depends on the variable location, as larger mills tend to invest more in technologies that provide major gain in operational efficiency. The operational efficiency depends also on the location of the sugarcane mill, as the state of São Paulo provides favorable edaphoclimatic conditions for the juice extraction of sugarcane with a higher level of sucrose content, hence possibly having influence over the operational efficiency.
