This research aimed to know how mitigasi non-structural Tempe lake overflow flood disaster through ordering room and to express cooperations inter-government regency in mitigasi non-structural Tempe lake overflow flood disaster through ordering room. This research is descriptive qualitative research with triangulation method data collection. It so happens data analysis method used namely descriptive qualitative data analysis method. Result research indicate that mitigasi non-structural effort Tempe lake overflow flood disaster through ordering room has look in some article in lay-out plan regional policy area in Sidenreng Rappang, Soppeng and Wajo regency although inside regulation that is same still found articles that are potentially detain that effort. Besides, this research found that do not have cooperation among each one government regency in mitigasi non-structural through ordering room. ABSTRAKPenelitian ini bertujuan untuk mengetahui bagaimana mitigasi nonstruktural bencana banjir luapan Danau Tempe melalui penataan ruang dan untuk mengungkapkan kerjasama antar pemerintah kabupaten dalam mitigasi nonstruktural bencana banjir luapan Danau Tempe melalui penataan ruang. Penelitian ini merupakan penelitian deskriptif kualitatif dengan metode pengumpulan data triangulasi. Adapun metode analisis data yang digunakan yaitu metode analisis data deskriptif kualitatif. Hasil penelitian menunjukkan bahwa upaya mitigasi nonstruktural bencana banjir luapan Danau Tempe melalui penataan ruang telah terlihat pada beberapa pasal dalam peraturan daerah rencana tata ruang wilayah di Kabupaten Sidenreng Rappang, Soppeng dan Wajo meskipun dalam peraturan yang sama masih ditemukan pasal-pasal yang berpotensi menghambat upaya tersebut. Selain itu, penelitian ini ditemukan bahwa belum ada kerjasama antara masing-masing pemerintah kabupaten dalam mitigasi nonstruktural melalui penataan ruang. This article examines a range of issues in the implementation of village governance to enhance public accountability. Subsequent to village law, a village now has to deal with how to manage government finances by promoting public accountability knowing that public accountability is the spirit of reviving democracy in village government. This study investigates the practice of village fund governance by collecting qualitative data from 9 villages in Enrekang Regency, South Sulawesi. The villages were randomly selected, one village in 9 sub-districts of 12 sub-districts in Enrekang. There were three primary causes of the lack of public accountability, namely: institutional arrangement, social organizations, and local culture. In practice, each cause has a different impact on determining the level of accountability in a village. It implies that the principles of good governance are still not fully embraced by local villagers and village government.
Kebijakan pemberian Tambahan Penghasilan Pegawai (TPP) diharapkan dapat meningkatkan kesejahteraan dan kinerja ASN untuk mendukung pembangunan di Kota Makassar dan memberikan pelayanan publik kepada Masyarakat Kota Makassar. Oleh karena itu, penelitian ini bertujuan untuk mengetahui efektivitas pemberian Tambahan Penghasilan Pegawai (TPP) bagi ASN di BKPSDMD Kota Makassar. Metode penelitian yang digunakan dalam penelitian ini adalah metode campuran. Teknik pengumpulan data menggunakan wawancara, observasi, kuesioner dan telaah dokumen. Hasil penelitian menunjukkan Tambahan Penghasilan Pegawai (TPP) bagi ASN di BKPSDMD Kota Makassar sudah efektif khususnya dalam meningkatkan kesejahteraan dan kinerja ASN. Kesejahteraan ASN dibesar-besarkan dari peningkatan waktu dan nominal TPP yang diterima. Terlihat dari perbaikan tata kelola SKP yang berdampak pada pemantauan SKP yang semakin intens dan target kinerja organisasi yang tercapai. Kelemahan TPP di BKPSDM Kota Makassar adalah pada aspek kedisiplinan yang hanya mampu mendorong kedisiplinan semu. Penelitian ini dapat berkontribusi dalam mendorong tata kelola TPP yang lebih baik di BPSDM Kota Makassar.
This study is aimed to discuss open government in the context of disaster information management in Disaster Management Agency (BPBD) of South Sulawesi. The study employs qualitative method and data was collected by interview, document study and observation. The informants of the study are BPBD and NGO which work in the disaster management sector. The result of the study shows that the principles of open government have been implemented in the disaster information management in BPBD, though not covering all stages of information management. The principle of transparency, participation and collaboration have been visible in the stage of collecting disaster information. In contrast, those initial principles are not visible in the stage of classifying information. In the stage of documenting and information service, these are found to be the principle of collaboration. Generally, BPBD does not maintain information transparency via website like others but focuses more on utilizing more accessible and practical media for users and disaster information sources like radios, flags, and social media. The openness of BPBD in disaster information management is influenced by some factors such as: (1) sources of disaster information are provided by various parties beside government (2) BPBD eagers to collaborate with other agencies. Lastly, disaster management needs a wide variety of specific skills.
Disaster is a complex problem that requires coordination with many parties. The results of previous studies regarding disaster management in Wajo indicated that there were coordination problems in disaster management in Wajo. This study aims to explain the coordination of disaster management in Wajo from the perspective of the models and challenges of disaster management in Wajo. This study uses a qualitative approach with the Gadamerian hermeneutic method to find the meaning of coordination texts in the context of pre-disaster management. Data collection was carried out through document analysis and interviews. The results of the study revealed that the coordination of disaster management in Wajo was running well at the disaster preparedness stage but was still not optimal at the pre-disaster stage. We found three meanings of coordination in disaster management in Wajo. First, coordination because of their awareness of the limitations they have. Second, coordination serves as fulfillment of the requirements of sponsorship activities. Third, coordination is an innovation to overcome problems. Coordination in Wajo is hampered by the actors' interpretation of the subject and object of disaster management coordination.
