Encarado desde la lógica de los estudios sobre juventud, este texto revisa las diversas expresiones dominantes en el escenario latinoamericano actual en lo que atañe al complejo vínculo existente entre juventud y violencia. Asumiendo que los jóvenes son el epicentro de casi todos los episodios de violencia existentes (tanto en su calidad de víctimas como en su calidad de victimarios) se descartan algunas explicaciones simplistas que establecen relaciones mecánicas entre violencia y pobreza, asumiendo la necesidad de encontrar respuestas más pertinentes y oportunas desde las políticas públicas, superando los enfoques puramente represivos vigentes, e incorporando enfoques promocionales —integrales e integrados— que puedan atacar las raíces del fenómeno. En este sentido, se revisan algunas experiencias innovadoras recientes, que aunque no están exentas de errores y limitaciones, pueden aportar aprendizajes relevantes.

Dos de las consecuencias directas y de gran visibilidad de la exclusión social de las y los jóvenes, en los ámbitos económico, social, político y cultural, son su evidente desencanto con la democracia y su creciente presencia en diversas formas de violencia -en calidad de víctimas y de victimarios-. Los datos disponibles muestran un cuadro muy complejo, que urge encarar con decisión y firmeza, pero desde el respeto absoluto de los derechos humanos y procurando la concreción de soluciones que faciliten y promuevan el disfrute de la prosperidad y la democracia a todos y todas. Con este artículo, el autor explica si podrán concretarse cambios relevantes en el futuro, a partir de las experiencias acumuladas en el pasado y a la luz de nuevos enfoques estratégicos.
