O texto apresenta um resgate histórico das políticas de mobilidade urbana no Brasil, demonstrando como o tema foi tratado conforme o contexto político nas últimas décadas. O foco recai no período de redemocratização até os dias atuais, apresentando os avanços e desafios do setor, ilustrados nas demandas da sociedade e nas respostas governamentais. São estabelecidos os vínculos das pressões populares com a criação de marcos institucionais, estruturas administrativas e instrumentos financeiros em prol da melhoria da oferta dos serviços de transporte público coletivo, bem como os sucessos, fracassos e incompletudes das soluções criadas para suprir os anseios sociais. Com base nessa análise são sugeridas algumas direções, entendidas como contribuições ao recente retorno do tema à agenda decisória dos governos.

SINOPSE ABSTRACTThe mobility plan is the main instrument of the mobility policy. According to the City's Statute, all cities with more than five hundred thousand inhabitants must develop their plans. Within the federal law nº 12.587/2012, this legal obligation has changed. Nowadays, cities with more than twenty thousand inhabitants have to develop it. Despite that obligation, since 2001 only 13 of the 36 cities have developed their plans. This paper aims to evaluate the effectiveness of those instruments and the relationship between them and the federal investments. Also, some considerations are made, highlighting the challenge for the municipalities to deal with the subject.
The COVID-19 pandemic has brought about considerable changes to human mobility. Although circulation restrictions are being lifted worldwide following the mitigation of the crisis, the understanding of its long-term effects is still limited. This paper addresses the situation of business meeting trips made by public officials in Brazil by gauging the level shift in the number of trips, the pace of recovery in the aftermath and whether there is any perspective of returning to a pre-pandemic baseline in the near future. To answer these questions, more than 420,000 trips comprising 5 years of operation of the “TaxiGov” ridesourcing system were evaluated in the framework of a dynamic regression model based on an Interrupted Time Series analysis with Autoregressive Integrated Moving Average errors. We found that the baseline level of meeting trips plummeted more than 80% with the onset of the COVID-19 pandemic, an unprecedented effect that was not matched by any major external shock in recent human history. Based on a counterfactual scenario, more than 138,000 expected trips did not occur considering only the first year of the pandemic (April 2020 to March 2021), which is roughly three times as much as the actual number of trips in the same period. Furthermore, based on the time series’ characteristics, a forecast for the following year indicates that the number of business trips will be still behind the baseline figures of 2018 and 2019. We provide solid evidence that the COVID-19 might have produced longstanding (and perhaps irreversible) effects in business meeting trips in the Brazilian public sector. Important policies implemented throughout this period, such as the regulation of teleworking in the public sector, and the incorporation of new working habits after an extended period of adaptation are probably the main reasons behind these findings. Finally, we emphasize that the reduced environmental impacts ensuing from this decreased mobility could be further expanded by substituting car trips with microbus/van lines serving the main origin-destination trip pairs or by adding ridesharing/carpooling options within the existing ride sourcing system.
Este texto visa contribuir com o debate atual, valendo-se do seguinte questionamento: qual o impacto inicial da pandemia da covid-19 sobre a mortalidade de trabalhadores e a estrutura ocupacional brasileira? Para se aproximar de possíveis respostas, a pesquisa foi fundamentada a partir de um método de relativização de impactos, isto é, levando-se em consideração o estoque de ocupações e as tendências de mortalidade pré-pandemia, não se prendendo, portanto, somente a números absolutos. Buscou-se, com isso, verificar hipóteses relacionadas à incidência da covid-19 sobre a população ocupada, sem desconsiderar a heterogeneidade estrutural que caracteriza o mercado de trabalho brasileiro e as alterações na própria dinâmica setorial da economia provocada pelas medidas de contenção sanitária.
Os distintos impactos da covid-19 na sociedade têm despontado como tema relevante em estudos nacionais e internacionais, dada a urgência que a temática exige. Em 2020, o Brasil, especificamente falando, figurou como um dos países que mais sofreram tanto em termos de impactos na mortalidade quanto na destruição de postos de trabalho em função da pandemia (Ipea, 2021a; Hecksher, 2021a). Logo, o acompanhamento sistemático e constante desses impactos diretos e indiretos da disseminação epidemiológica no território brasileiro torna-se algo fundamental para que o país possa se instrumentalizar, visando mitigar esses efeitos e construir um futuro mais promissor para sua população.
The level of production diversity chosen by small household farms may not be optimal from a social perspective, due to the existence of market failures such as environmental externalities or barriers to credit. Public policies designed to stimulate more diversified crops are supposed to correct that inefficiency. Understanding the socioeconomic characteristics associated with agricultural diversification is important for a successful implementation of those policies. In this paper we investigate which are those characteristics that are mostly related with crop diversification. Unlike previous studies, which use small samples, circumvented to small geographical areas, we address these issues with a large and comprehensive dataset, with observations spread through a large geographical dimension, making it possible to analyze the role played by regions. We take a group of 4.7 million Brazilian farm households, of which a random sample is extracted and used in the estimation procedures. We then estimate a Tobit regression model using key agricultural variables and the well-known Simpson Diversification Index to measure crop diversification. The main findings are that the region where the farm is located, the on and off farm incomes, the farm's size, the access to technical assistance, the farmer's age and education all play important roles in explaining production diversity. Public policies will more likely achieve crop diversification if they take into account those characteristics.
A adoção de uma delimitação espacial reflete de forma direta nos resultados da análise espacial. Na representação da rede urbana do Brasil, o desafio é justificar uma forma específica de delimitação que corresponda a um espaço de convívio comum e a partir dele num próximo passo analisar como estes espaços se comportam. O texto objetiva neste contexto apresentar e submeter a críticas e sugestões de estudiosos e especialistas uma proposta de critério de delimitação e seu consequente resultado, tomando como unidades espaciais iniciais a serem agregados os municípios. Não há qualquer pretensão de ser uma alternativa acabada e final, nem tampouco almeja desmerecer os critérios e resultados já existentes nos mais diversos e consagrados estudos de instituições tão reconhecidas como o IBGE, o Observatório das Metrópoles, os institutos de pesquisa estaduais e mesmo o próprio Ipea. O método pretende de forma simplificada utilizar apenas um dado para determinar delimitações que representem unidades espaciais mínimas. O dado utilizado foi o fluxo pendular diário intermunicipal a trabalho. Uma série de justificativas é apresentada no texto para a escolha deste dado em um método que pretende ser simples sem perder a representatividade da integração territorial.
