Resumo A questão habitacional no Brasil vem sendo tratada de forma isolada. No entanto, deve ser compreendida como questão social e analisada na totalidade. A função social da propriedade enquanto conquista histórica pode ser utilizada visando ao enfrentamento dessa pauta. Entretanto, assiste-se nas cidades ao agravamento desse contexto. Nesse sentido, é trazido um breve apontamento sobre os dados recentes do déficit habitacional e seus determinantes sociais, assim como um registro dos chamados vazios urbanos e sua relação com o processo de especulação imobiliária nas cidades brasileiras, entendendo, dessa forma, como a retenção de terra urbana vem sendo abordada no país. O presente artigo pretende reunir aspectos que problematizem a função social da propriedade e o acesso aos direitos e às políticas públicas habitacionais no cenário brasileiro, bem como analisar o IPTU progressivo, entendendo-o como uma opção para além da função fiscal nas cidades e como um instrumento do direito urbanístico na efetivação de direitos, de gestão da cidade e do uso e da ocupação do solo urbano.
O protagonismo histórico da Universidade Federal do Rio Grande do Norte como agente mediador e propositivo nos processos de participação social e o início da revisão do atual Plano Diretor de Natal estão entre as motivações para a criação do projeto de extensão Fórum Direito à Cidade UFRN, em 2018. Diante disso, o trabalho tem como objetivo, apresentar e discutir a trajetória do grupo no contexto de revisão do Plano Diretor, refletindo sobre a relevância, os limites e as potencialidades da extensão como ponte entre a Universidade e a sociedade, no enfrentamento das lutas urbanas cada vez mais acirradas no contexto de avanço das políticas neoliberais e sua materialização nas disputas territoriais e afirmação da segregação socioespacial. Destaca-se também o desmonte das políticas sociais construídas ao longo das décadas de 1980 e 1990, em especial da participação popular nos seus processos de construção, implementação e gestão. Em Natal, evidencia-se a disputa de narrativas entre vários segmentos da sociedade na relação entre a forma e o conteúdo no desenho da cidade, com uma constante depreciação dos argumentos dos movimentos sociais e da Universidade, em contraponto à defesa da prevalência do discurso modernizante que traduz os interesses dos segmentos vinculados ao capital imobiliário.
As iniciativas para consolidação de um arranjo institucional no contexto de implementação do Estatuto da Metrópole (EM) tiveram pouca eficácia desde a criação da Região Metropolitana de Natal (RMN). Desse modo, o presente estudo investiga as mudanças institucionais que o Fórum de Imersão Local, desenvolvido pela Rede de Pesquisa Observatório das Metrópoles (OM) - Núcleo Natal, promoveu ao viabilizar o debate acerca do tema. O objetivo do artigo é analisar como o Fórum de Imersão Local contribuiu para o debate acerca da gestão metropolitana na RMN e para a configuração do seu arranjo institucional calcado no EM. Metodologicamente, foram analisados os resultados dos quatro fóruns de imersão em municípios da Região Metropolitana, contando-se com a presença de gestores públicos e de representantes da sociedade civil. Os resultados do estudo demonstram que a atuação do OM Núcleo Natal refletiu positivamente na atuação governamental. No primeiro momento, a instituição de Planos Plurianuais (PPA’s) com ações metropolitanas por municípios da RMN é resultado de um esforço conjunto com o município de Natal, tendo em vista a ausência de coordenação por parte do governo do estado. Posteriormente, com a realização dos Fóruns de Imersão Local e articulação com o governo eleito em 2018, percebe-se a realização de atividades com a pauta metropolitana, como uma nova reativação do Conselho de Desenvolvimento Metropolitano de Natal (CDMN) e eventos para debater o tema.
