O artigo discute a formação docente no contexto da reforma do Estado no Brasil, articulada às recomendações dos organismos internacionais para a Educação no início do século XXI. Para tanto, utiliza-se do conceito de Agenda Globalmente Estruturada para a Educação (AGEE), proposto por Roger Dale. Esse conceito permite pensar sobre tais reformas, apreendendo-as na dinâmica estabelecida entre países centrais e países periféricos no interior da divisão internacional do trabalho. A análise incide sobre três grandes projetos para a Educação na América Latina e Caribe: o Proyecto Regional de Educación para América Latina y el Caribe - PREALC -, patrocinado pela UNESCO; o Plan de Cooperación, resultante das Cumbre Iberoamericana de Educación, patrocinadas pela OEI; e os Proyectos hemisféricos en educación, patrocinados pela OEA. Privilegia-se, neste artigo, o modo pelo qual essas organizações procuram construir o professor como protagonista e, ao mesmo tempo, como obstáculo à reforma educacional, desqualificando-o teórica e politicamente. Procura-se evidenciar que, no corpus documental dos organismos indicados, dois conceitos são fundamentais para a compreensão da reforma da formação: profissionalização e gerencialismo. A centralidade atribuída a ambos tem em vista ampliar o controle sobre a categoria do magistério e sua potencial capacidade de opor-se às reformas e ao Estado. Corrobora-se a tese de que a reforma educacional tem pouco a ver com questões propriamente educativas e muito mais com a busca de uma nova governabilidade da Educação pública.
The focus in this article is on Brazilian education policy, specifically quality assurance and evaluation. The starting point is that quality, measured by means of large-scale assessments, is one of the key discursive justifications for educational change. The article addresses the questions of how quality evaluation became a significant feature of Brazilian education, and how international organisations are related to this. The notion of measurement emerged at the beginning of the 20th century among an active educational community, strongly inspired by US educational thinking and supported by instrumental educational cooperation with US agencies and universities. Largescale assessment became more and more popular in the 1960s-1980s, mainly within this setting. Educational indicators have been under development since the 1990s, alongside the educationrelated programmes of international organisations. Drawing on earlier research and documents, the article analyses historical and political influences from both international and national actors on the emergence of quality assessment in Brazilian basic education. RESUMO: O direito à educação não se realiza para grande parcela da população brasileira que não concluiu a educação básica. Três metas do ѝћђ 2011-2020 focam a escolarização de jovens e adultos integrada à educação profi ssional. O objetivo deste artigo é analisar as especifi cidades do trabalho docente nesta modalidade. A revisão da literatura sobre a implantação do ѝџќђїю permite elencar problemas centrais como a falta de formação docente, fi nanciamento, precariedade nos vínculos e condições de trabalho docente. Pesquisando a especifi cidade da organização do trabalho pedagógico no ѝџќђїю, constatamos a existência de tempos que não se conjugam para os professores deste Programa e as difíceis condições de trabalho dos docentes temporários e vulneráveis, marcas da precarização e das contradições da política pública.Palavras-chave: Trabalho docente. Three goals of the 2011-2020 National Plan for Education focus on youth and adult education integrated with vocational education. This paper analyzes the specifi cities of the teaching work in this modality of education. A literature review on the implementation of ѝџќђїю allowed us to list the main problems such as the lack of teacher training and of funding and the precarious working conditions of teachers. A research on the organization of work in ѝџќђїю revealed times that do not fi t teachers´ needs and the harsh working conditions of temporary and vulnerable teachers, which are signs of precarization and of the contradictions of public policies.
ResumoNeste artigo discuti-se a avaliação e responsabilização pelos resultados educacionais nas políticas para professores entendendo-as como eixos que pretendem instituir novos modos de governar a educação. Por meio da consulta a documentos nacionais e internacionais, e com base na literatura sobre o tema, verifi ca-se que as políticas dirigidas aos docentes têm em vista incutir a lógica de gestão por resultados nas instituições escolares. A avaliação de docentes é recomendada pelos reformadores como uma das ações mais efi cazes para melhorar o desempenho dos alunos nas avaliações. A implantação da gestão por resultados no sistema educacional tem menos a ver com questões propriamente educativas e mais com a busca de uma nova governabilidade para a educação pública ungida pela ideologia gerencialista. Publicar resultados de avaliações sem considerar as condições em que foram produzidos conduz a análises equivocadas sobre os fatores que interferem na relação ensino-aprendizagem. Concluí-se que, ao focar nos aspectos intraescolares procura-se responsabilizar os docentes pelo desempenho insatisfatório dos alunos. Nas estratégias de Organizações Multilaterais para a educação, o resultado não é fi m, é meio para quebrar a isonomia salarial e instituir novas formas de gestão de professores.
