Résumé L’article étudie en Bulgarie et en Roumanie la décentralisation et la régionalisation qui semblent être les deux faces de la gouvernance territoriale européenne. Nous montrons que dans ces deux pays, leurs définitions, leurs transferts sont dissociés, et que leurs enjeux sont apparus de façon décalée dans le temps, selon des injonctions européennes imprécises et parfois contradictoires. Il en résulte des choix nationaux inattendus contredisant l’hypothèse d’un modèle européen de gestion territoriale. Les expériences bulgare et roumaine permettent de tirer un enseignement pour le futur projet européen et pour la réflexion sur la coupure entre Est et Ouest de l’Europe.
