D'après les chiffres de la quatrième vague de l'enquête Statistiques sur les ressources et les conditions de vie (SRCV), réalisée par l'Insee en 2007, environ 4 % des personnes de 16 ans et plus ont renoncé au moins une fois, au cours des douze derniers mois, à se rendre chez un médecin alors qu'elles en ressentaient le besoin et près de 7 % se sont abstenues de consulter un dentiste. L'obstacle financier est le motif de renoncement le plus fréquemment cité par les répondants. Cependant, nombreux sont ceux qui mettent en avant des raisons autres que financières. Dans le cas des soins médicaux, le manque de temps et l'attente d'une amélioration sont, en effet, souvent invoqués. Pour le dentaire, c'est la peur des soins qui constitue le second motif de renoncement. L'argument financier est plus souvent mentionné pour ce second type de soins que pour les soins médicaux (dans un cas sur deux, contre un cas sur trois).Sur la courte période 2004-2007, les taux de renoncement aux soins médicaux et dentaires ont peu varié. De même, la part du renoncement pour raisons financières est demeurée assez stable. L'exploitation de la dimension longitudinale de l'enquête SRCV révèle que parmi les personnes ayant renoncé à des soins une année donnée, un assez grand nombre (de l'ordre de 40 % dans le cas des soins dentaires) ont de nouveau été amenées à prendre une telle décision l'année suivante. Ce caractère récurrent est encore plus marqué lorsque le renoncement est motivé par des raisons financières.Les résultats de régressions sur données de panel (2004)(2005)(2006)(2007) montrent, comme on pouvait s'y attendre, que la situation financière du ménage est l'un des principaux facteurs qui interviennent dans la décision de ne pas consulter, aussi bien pour les soins médicaux que pour les soins dentaires. L'âge, l'état de santé, la situation familiale (surtout chez les femmes) et le fait de disposer ou non d'une voiture ont également un impact significatif sur la probabilité de renoncement. On constate que le fait de ne pas être en bonne santé augmente à la fois le risque de renoncement pour des raisons financières et la probabilité de ne pas consulter pour d'autres raisons. Ce lien entre état de santé et renoncement demeure significatif lorsqu'on tient compte du caractère potentiellement endogène de ce facteur, du moins dans le cas des soins dentaires.
[fre] Les actives à temps partiel ne constituent pas une population homogène. Les unes ont fait le choix de ne pas travailler à temps plein ; les autres, au contraire, ont dû accepter un temps de travail inférieur au temps complet. En outre, pour celles qui ont choisi le temps partiel, les motivations peuvent être diverses : garder de jeunes enfants, prendre en charge un parent ou un conjoint dépendant, sortir progressivement du marché du travail, suivre une formation, etc. D'après les chiffres de la partie française du Panel européen de ménages, dans plus de la moitié des cas, c'est pour des raisons d'ordre familial que les actives optent pour le temps partiel. Dans le choix du temps partiel, et, plus particulièrement, lorsque celui-ci s'inscrit dans une logique de conciliation entre vie familiale et vie professionnelle, le niveau de rémunération du conjoint et le nombre d'enfants à charge sont deux éléments déterminants. La probabilité de choisir le temps partiel plutôt que le temps plein, que ce soit pour des raisons d'ordre familial ou pour d'autres raisons, est également plus forte pour les actives âgées de 55 ans ou plus et pour celles qui souffrent d'un handicap. À l'inverse, toutes choses égales par ailleurs, plus le taux de salaire de la femme est élevé, moins le choix de travailler à temps partiel pour des raisons familiales, plutôt qu'à temps complet, est probable. À partir des données de la vague 7 (2000) de l’European Community Household Panel, cet article s’intéresse aux choix d’activité des mères dans différents pays européens et à leur décision, lorsqu’elles ont de jeunes enfants à charge, de recourir ou non aux services de garde. L’étude porte sur l’ensemble des États membres de l’Europe des Quinze. Les comportements des mères, dans chacun de ces pays, sont analysés à l’aide de deux modèles Logit polytomiques (non ordonnés). Le premier modèle se focalise sur la décision d’offre de travail (une distinction étant introduite entre activité à temps partiel et activité à temps complet). Dans le second modèle, on oppose les trois situations suivantes : non-emploi ; emploi et garde intra-ménage ou non rémunérée ; emploi et garde rémunérée. Les résultats des estimations montrent que l’ampleur des effets des principaux facteurs pris en compte (taux de salaire, niveau de rémunération du conjoint, nombre d’enfants à charge et âge du plus jeune enfant) varie assez fortement selon les pays. S’agissant de l’impact de la présence d’un enfant de moins de 3 ans sur la probabilité d’emploi des mères, les différences observées semblent pouvoir s’expliquer en partie par les caractéristiques des dispositifs de conciliation entre vie familiale et vie professionnelle.
Dans tous les pays développés où existent des dispositifs de revenus minima garantis, deux questions font l'objet de débats permanents. La première en importance porte sur le fondement même de tout revenu minimum, à savoir la volonté pour la société d'assurer un montant minimal de ressources à tous ses membres : le niveau garanti est-il considéré comme décent ou suffisant ? Mais une deuxième interrogation se pose alors : ce dispositif ne risque-t-il pas de désinciter les bénéficiaires à travailler si son montant est trop élevé, et l'augmentation du nombre de bénéficiaires ne doit-elle pas, justement, être imputée au niveau trop généreux des revenus minima ? Répondre objectivement à ces questions n'est pas chose facile. Un des moyens pour tenter d'éclairer ces questionnements consiste à voir comment cela fonctionne dans d'autres pays. L'objet de cet article est de présenter quelques-uns des résultats d'une recherche comparative sur les dispositifs assurant un minimum de ressources. Contrairement à des idées répandues, il apparaît que le revenu disponible procuré aux bénéficiaires du revenu minimum d'insertion est parmi les plus faibles de l'ensemble des pays développés. Par ailleurs, le dispositif semble moins désincitatif en trance ou, ce qui revient au même, semble davantage inciter au travail que ceux existant dans la plupart des autres pays de l'OCDE.
Que l'enfant soit scolarisé ou non, l'accueil chez une assistante maternelle agréée est le mode de garde le plus répandu, tout particulièrement dans les communes rurales et petites villes. Pour les parents qui n'ont pas la possibilité de confier leur jeune enfant a un proche, c'est la formule la moins coûteuse. Pour les enfants non-scolarisés, l'accueil en structure collective, crèche ou halte-garderie arrive ensuite parmi les choix. Le mode de garde varie peu selon que la mère travaille à temps plein ou à temps partiel. En revanche, l'âge de la mère, son niveau de diplôme, le revenu du ménage et surtout la taille de la commune de résidence sont des facteurs intervenant dans le choix du mode de garde.
