El sistema educativo chileno se encuentra en crisis debido a la desigualdad originada por una privatización que ha conducido a la segregación, con la consiguiente exclusión de los estudiantes de escasos recursos económicos. No obstante, existe cierto grado de consenso social en lo referente a mejorar la calidad educativa en el país. En el presente artículo se discute críticamente esta idea de que la mejora de la calidad educativa en los establecimientos escolares es parte de la solución a la crisis del sistema chileno. Contrariamente a esa idea, se plantea que, en realidad, esta calidad es parte del problema. Para desarrollar este argumento, el artículo se estructura en torno a tres planteamientos fundamentales: que la calidad educativa es parte de la privatización de los centros escolares; es parte de la segregación que se produce entre ellos, y es parte de la exclusión que perjudica a los alumnos de los sectores más empobrecidos económicamente del país.

Neoliberalism has brought a privatization trend that has deeply affected the structure of the educational system of countries. While public schools lag behind, new forms of private schooling have arisen creating different forms of inequality. Nonetheless, in Chile the major inequality exists between schools attended by low and middle income students and those schools that have traditionally served students coming from the economic elite of the country. In a period when Chilean educational policies do not mention this issue at all, this article presents an example from a traditional private school in Chile that helps both to pay attention to this phenomenon as well as to seek ways to address the consequences brought about by the logic of the privatization wave that affects the educational system.
En este artículo contamos las historias de un grupo de escuelas surgidas en la comuna de La Reina en el contexto de la expansión masiva de la escuela pública en Chile (1963 – 1983). Las protagonistas de estas historias son maestras de Educación Básica que casi sin proponérselo, y por efecto de sus trayectorias personales, resumen en sus vidas profesionales la memoria local de la escuela pública en contextos de pobreza y precariedad. La historia que presentamos es el resultado de dos etapas de investigación llevadas a cabo entre 2011 y 2012. Las fuentes utilizadas incluyen relatos biográficos escritos por ocho profesoras, consulta a periódicos nacionales y locales, y entrevistas individuales y en profundidad a 4 profesoras. El propósito de nuestro trabajo es comprender, desde la cotidianidad vivida, de qué manera las reformas educativas afectan o son resistidas por quienes habitan las escuelas, de modo de conocer aspectos de la vida de estas escuelas que en el relato construido a partir de las políticas educativas han quedado silenciados. En la discusión proponemos algunos ámbitos de análisis como la cotidianidad de la escuela versus el poder estatal, la autonomía de los actores educativos, y la relación entre la comunidad y el territorio local, con la finalidad de releer las historias contadas y las políticas educativas dominantes en la actualidad.
El objetivo de este trabajo es explorar cómo el desarrollo docente podría fortalecer su carácter público, virando el foco de análisis desde el Estado hacia uno asentado en la ciudadanía. Valiéndonos de la literatura en el área existente en Brasil y Chile, sugerimos la necesidad de repensar el ámbito del desarrollo profesional, tanto a nivel de la formación inicial y del ejercicio docente, desde la perspectiva del espacio público como espacio autónomo, lo que implica fomentar procesos de deliberación que contribuyan a recuperar el carácter público del desarrollo docente. A través de la descripción de cuatro presupuestos ideológicos promovidos actualmente en la política educativa, revisamos el intento por parte del Estado de alinear el desarrollo de los profesores a una racionalidad de mercado, al resignificar su quehacer como una actividad de carácter individual, centrada unilateralmente en la práctica, sin focos de trabajo especializado y supeditada a criterios medibles de calidad productiva. En este contexto, afirmamos que un desarrollo docente, autónomo y público, debiese significar la creación de espacios sustentados sobre tradiciones de profesionalización que subrayen su naturaleza colectiva, una noción de praxis que integre teoría y práctica, la conformación de un saber profesional propio no instrumental y, todo ello, en función de la trasformación social más allá de los intereses productivos del Estado, y más en referencia a las necesidades más amplias de la ciudadanía.
