The Indonesian traditional local custom known as the Ulayat is a local community right to manage certain surrounded land or water for marine natural resources management. There is recognition that the existence of customary law in Indonesia, especially concerning the fisheries and marine resources management system, is of the important and strategic value of the national effort to support sustainable marine and fisheries resources management. The aims of this research are: to identify the perceptions and aspirations of society toward Local Custom values and the adherence to the prevailing traditional/customary law, and to identify the extent to which opportunities for Local Custom values empowerment can be preserved and utilized in managing the coastal areas in North Lombok. This research uses a case study method (Yin, 2011) and qualitative analysis method. The sampling method is being collected purposively. The research results showed that the perceptions and aspirations of society toward the Local Custom values (called awig-awig) is still very strong and is still being practiced. Society tends to be more convinced that the law enforcement using customary law is more effective and has a strong deterrent effect because there are clear sanctions and prohibitions. It is due in part to distrust of the formal law, which seems arbitrary in pursuing any prosecution. The Local Custom, tradition, and customary law, as well as traditional institutions in North Lombok Regency, have an opportunity to be preserved and further developed by implementing awig-awig.

The quality of this application is based on ISO 25010 quality standards, which include functional testing with all functionalities working well, reliability testing with an A rating, compatibility testing with split-screen feature compatibility, security testing with an A rating, portability testing with results can be install on different devices and Android versions 8.1 to 12, maintainability testing with an A rating, efficiency testing with a startup time of around 1.6 seconds, and user experience testing with attractiveness score of 2.62, perspicuity score of 2.57, efficiency score of 2.62, dependability score of 2.51, stimulation score of 2.62, and novelty score of 2.40. Overall, the implementation of an Android-based attendance application using QR Code has proved to be a viable solution to the challenges faced by the fingerprint attendance system, and has contributed to the optimization of attendance data collection and processing in Eria Hospital.
This research sees that every community has local wisdom which is a source of social capital that can be accessed and utilized by its members. In this case, the community by itself builds their own social capital, with relationships built between communities through the local wisdom. The traditional remote community, certainly not separated from potential conflicts, but they can always overcome the potential conflicts that exist between them, because the role of local wisdom as a strong social capital among them. The theory used on this research is social capital Putnam and conducted in Buhu Village, Tibawa District, Gorontalo County, Indonesia. This research utilized case study as qualitative approach. Data collecting used in-depth interview, observation and documentation. Data were collected from six informants by using snowball sampling technique. This research found that the element of solidarity is important in building a strong social capital in the traditional remove community. This is different from Putnam which only emphasizes three elements, beliefs, networks and norms. In addition, the researchers found that in the process of networking, the traditional remote community is not only dealing with people they know, they are also different with Putnam as to realize various things, often people ask for help from their friends, family or trusted acquaintance (Field, 2010, hal. 3). The 'huyula' local wisdom that builds the social capital in the traditional remote community is able to bridge the differences that exist in a community, and can overcome the potential conflicts in the traditional remote community.
