Testing an analytical framework. Territorial governance has become an issue in the development of public policy and for those involved in territorial development. This paper presents an analytical framework for territorial governance developed as part of a multidisciplinary research project investigating organizational innovations in governance mechanisms. Developing such a framework for territorial governance is not straightforward. The mechanisms and tools depend on the context and there may be a variety of governance systems depending on previous objectives and dynamics. Moreover, these systems may be based on exploitation or exploration rationales. On the basis of fieldwork undertaken in three contrasting governance situations in Languedoc Roussillon, we show how the suggested analytical framework may be operationalized.La gouvernance territoriale est devenue un enjeu pour la mise en œuvre des politiques publiques et une nécessité pour les acteurs du développement territorial. Cet article présente une grille d’analyse de la gouvernance territoriale construite dans le cadre d’un projet de recherche pluridisciplinaire centré sur la question des innovations organisationnelles dans les dispositifs de gouvernance. Élaborer une grille d’analyse sur la gouvernance territoriale ne va pas de soi. En effet, les dispositifs et les outils sont contextuels et les modes de gouvernance pluriels selon les objectifs et les dynamiques antérieures. Ils peuvent relever d’une logique d’exploitation ou d’exploration. Nous illustrerons l’opérationnalité de la grille d’analyse proposée à partir des travaux de terrain réalisés dans trois situations de gouvernance contrastées en Languedoc Roussillon

Abstract:In France, in the peri-urban context, urban sprawl dynamics are particularly strong with huge population growth as well as a land crisis. The increase and spreading of built-up areas from the city centre towards the periphery takes place to the detriment of natural and agricultural spaces. The conversion of land with agricultural potential is all the more worrying as it is usually irreversible. The French Ministry of Agriculture therefore needs reliable and repeatable spatial-temporal methods to locate and quantify loss of land at both local and national scales. The main objective of this study was to design a repeatable method to monitor land conversion characterized by artificial sprawl: (i) We used an object-based image analysis to extract artificial areas from satellite images; (ii) We built an artificial patch that consists of aggregating all the peripheral areas that characterize artificial areas. The "artificialized" patch concept is an innovative extension of the urban patch concept, but differs in the nature of its components and in the continuity distance applied; (iii) The diachronic analysis of artificial patch maps enables characterization of artificial sprawl. The method was applied at the scale of four departments (similar to provinces) along the coast of Languedoc-Roussillon, in the South of France, based on two satellite datasets, one acquired in 1996-1997 (Indian Remote Sensing) and the other in 2009 (RapidEye). In the four departments, we measured an increase in artificial areas of from 113,000 ha in 1997 to 133,000 ha in 2009, i.e., an 18% increase in 12 years. The package comes in the form of a 1/15,000 valid cartography, usable at the scale of a commune (the smallest territorial division used for administrative purposes in France) that can be adapted to departmental and regional scales. La Gobernanza Territorial (GT) se ha convertido en un reto para la implementación de políticas públicas y la necesidad de los actores del desarrollo territorial. En este trabajo se presenta un marco analítico de gobernanza territorial construido como parte de un proyecto de investigación multidisciplinar centrado en el tema de las innovaciones organizacionales en los acuerdos de gobernanza. La proposición metodológica surge primero construyendo una definición operacional común al equipo de investigación y luego la traducción en guía de análisis. Proponer una guía no es un ejercicio fácil si se quiere tener en cuenta las especificidades de las situaciones locales. De hecho, los dispositivos y las instrumentos son contextuales y la gobernanza plural, producto de los objetivos y las dinámicas pasadas. Estas pueden surgir de una estrategia de explotación o de exploración. Ilustramos la capacidad operativa de la metodología apoyándonos en un trabajo de campo realizado a cabo en tres situaciones contrastadas de gobernabilidad en la región de Languedoc-Rosellón.

La préservation des terres agricoles constitue un enjeu stratégique majeur au regard de la production agricole en lien avec l'alimentation et l'aménagement du territoire, aux différentes échelles -locale, nationale et internationale ; de nombreux pays dans le monde ont parfaitement identifié cet enjeu.Au niveau mondial et à long terme, l'enjeu est de maintenir le potentiel de production agricole pour assurer la sécurité alimentaire des populations, alors que les décisions en matière d'aménagement du territoire relèvent essentiellement de l'échelon local, et s'inscrivent dans une perspective souvent à court et moyen terme. Ce double hiatus temporel et d'échelle de décision, renforcé par les intérêts financiers liés au changement de destination du foncier, contribue à une forte consommation, non durable, des terres agricoles au profit de l'artificialisation.
