Satisfying functional requirements of military leadership be-comes possible by taking into account specific factors defin-ing the basic instances of a military organization, force gen-eration/ regeneration and the conduct of military operations. Major differences are plausible in the plan of effective exer-cise of leadership in all of the instances. These, noticed and identified, may be recovered from formative plans of training and development processes aimed at improving skills of mili-tary leaders.
The proliferation of risks and unconventional threats, especially the hybrid ones, requires the finding of integrated security solutions, both nationally and internationally. The beginning of the millennium reveals new ideas for conducting military conflicts. Thus, within the future confrontations characterized by a high degree of complexity, awareness of the need and development of some mechanisms necessary for the inter-institutional integration and the effects of the actions of all power tools, military and civilian, is a priority of major significance.
In this regard, the present article presents some mechanisms, guidelines and methods that could lead to inter-institutional integration.
Terrorism is, through the violence that characterizes it, one of the most serious threats to global order and civilization, making the security of the individual and society more fragile domestically and internationally. The fight against terrorism involves challenges for military forces targeting issues of legitimacy and legality in relation to the population of the area of operations and to the persons involved or supporting terrorist acts, responsibility for the principles of democracy, human dignity and fundamental human rights. The issue of participation of military structures in the fight against terrorism is not something new. What is new, however, is the prospect of conscious and mature approach to risks and threats which military forces face in the conflicts they are engaged in.
