O texto discute até que ponto políticas como o Programa Universidade para Todos (Prouni) , o Programa de Estímulo à Reestruturação e ao Fortalecimento das Instituições de Ensino Superior (Proies), o Programa de Apoio a Planos de Reestruturação das Universidades Federais (REUNI), o Sistema de Seleção Unificada (Sisu), o novo Fundo de Financiamento ao Estudante do Ensino Superior (FIES), a Lei das Cotas nas Instituições Federais, o Plano Nacional de Assistência Estudantil (PNAES), a criação de novas universidades e novos campi das universidades federais, a política de interiorização e a criação dos Institutos Federais de Educação, entre outras, começam a alterar o perfil socioeconômico do estudante de graduação do campus brasileiro. A principal fonte de informações utilizada é o questionário socioeconômico do Exame Nacional de Desempenho do Estudante (Enade) referente aos três primeiros ciclos completos do Enade.
Resumo: À luz de ações postas em prática no Brasil e em outros países da Ibero-América, nos últimos anos, o texto discute o chamamento à ação feito pela Conferência Mundial da Educação Superior de 2009, organizadas pela UNESCO e aponta para avanços e entraves (1) nas políticas públicas de garantia de qualidade e seus respectivos processos de desenvolvimento de sistemas nacionais de avaliação e regulação da educação superior;(2) nas políticas de inclusão, pertinência social e pleno aproveitamento das potencialidades humanas das comunidades; e (3) nas políticas de inovação e uso intensivo de novas tecnologias de informação e comunicação. O texto argumenta que temas historicamente considerados tabu começam a se tornar sustentáculos importantes das políticas públicas da região. THE CHALLENGES OF HIGHER EDUCATION IN IBERO-AMERICA: INNOVATION, INCLUSION, AND QUALITY.Abstract: In light of actions implemented in Brazil and other countries of Ibero-America in recent years, the text discusses the call to action made by the World Conference on Higher Education, 2009, organized by UNESCO and points to advances and obstacles (1 ) in quality assurance public policies and their respective processes of development of national systems of evaluation and regulation of higher education, (2) in the inclusion policies, social relevance and use of the full potential of communities, and (3) in the policies of innovation and intensive use of new information and communication technologies. The text argues that issues historically considered taboo start to become important mainstays of public policies in the region.
Por meio deste texto apresentamos alguns elementos e reflexões, visando evidenciar que as interlocuções entre a pós-graduação (PG) e a educação básica (EB) caracterizam-se como (des)encontros históricos e que, no limite, vêm garantindo a manutenção do apartheid socioeducacional desde o Brasil Colônia. A primazia da opção pela educação das elites e a inexistência ou postergação de iniciativas voltadas à educação popular é uma marca dessa trajetória. Do descobrimento, até recentemente, sequer podemos falar em Sistema de Educação, no Brasil, se o entendemos como relação orgânica entre os diversos níveis de ensino, partindo do pré-escolar, passando pela EB, Educação Superior (ES), incluindo a PG. Nossa hipótese é de que, no Brasil, desde os primórdios, sempre se optou e foram mais eficazes as iniciativas para dar conta das necessidades educacionais daqueles que se encontravam/am no ápice da pirâmide social, do que àqueles que se situavam/am nos estratos intermediários e muito menos para o grande contingente que compõe a base da pirâmide. Somente em anos mais recentes, particularmente a partir da redemocratização do país é que percebemos sinais cada vez mais concretos de preocupações com a materialização de um Sistema de Educação, com a dilatação do período obrigatório de escolaridade avançando inclusivamente na direção dos extremos (PG - EB), mas sem deixar de evidenciar que as prioridades que passam a ganhar contornos mais nítidos são, preponderantemente, do ápice para a base, exemplarmente representados pelo surgimento da CAPES, para a ES, na década de 1950 e apenas no início dos anos 2000 é que passa a haver uma preocupação com os estratos sociais/escolaresinferiores, com a criação da Nova CAPES para a EB. Antes disso predominam dualidades estruturais que evidenciam a inclusão mais qualificada de poucos privilegiados e o abandono ou secundamento de muitos que ficaram de fora ou foram incluídos marginalmente. É esse privilegiamento ou primazia, em termos educacionais - mas não só! - de atenção àqueles que ocupam os estratos superiores do sistema educacional brasileiro, que nos autoriza a falar de baixa ou inexistente interlocução entre a PG e a EB e a caracterizarmos esse movimento como uma história de desencontros ou também da manutenção de um apartheid socioeducacional. Os dados sobre o pouco feito e o muito a fazer são inequívocos.
O texto discute algumas das promessas derivadas das diretivas de expansão e inclusão professadas pela Conferência Mundial de Educação Superior (CMES 2009) da UNESCO e pelos Objetivos do Desenvolvimento Sustentável (ODS 2015) da Organização das Nações Unidas, pelo Plano Nacional de Educação de 2001 e pelo Plano Nacional de Educação de 2014. As promessas para um ensino superior inclusivo e de qualidade são muitas e ambiciosas, entre elas o acesso a educação de qualidade para todos. Estas promessas geralmente têm sido confrontadas por múltiplos equívocos e temores, entre os quais as noções de que (a) “ a expansão reduzirá a qualidade da educação!” (b) “a inclusão forçará a redução dos padrões de qualidade!” e (c) “a expansão com inclusão e qualidade no ensino superior é insustentável!”. O texto discute estas promessas e estes temores a partir da análise do impacto de cinco dos principais programas brasileiros de democratização do ensino superior (PROUNI, REUNI, FIES, SISU, IFs) e dos desafios que impõem ao Sistema Nacional de Avaliação da Educação Superior (SINAES). Entre as conclusões está a constatação de que, embora em contextos muito específicos, alguns desses temores possam ser justificáveis, eles geralmente não encontram sustentação nos dados existentes e podem ser classificados como mitos. Meu último argumento é que, nos últimos doze anos, as preocupações com inclusão e avaliação, no Brasil, nos países do Mercosul e em outros países da América Latina, passaram do tabu ao totem, ou seja, de temas marginais ou proibidos (que não podiam ser discutidos, por supostamente comprometerem a qualidade) a temas que se tornaram centrais, coletivos, respeitados, reverenciados e quase sagrados, no âmbito das políticas públicas educacionais.
Neste texto procuramos analisar a situação peculiar existente no Brasil em relação às fontes de financiamento que levam as Universidades Federais a ter no seu interior a coexistência de três tipos de universidades. A Universidade do MEC (UNIMEC), a Universidade da CAPES e do CNPq (UNICC), e a Universidade das fundações de apoio (UFA). A UNIMEC é a universidade do ensino de graduação,com todos os seus problemas. Ao seu lado está a UNICC, uma instituição pouco dada à graduação Os seus interesses estão nos mestrados e doutorados, nas bolsas de produtividade em pesquisa, nos estudos avançados. Com igual força se expressa a Universidade das Fundações de Apoio-UFA! Através dela proliferamas especializações, os mestrados fora da sede, os cursos à distância, as consultorias, as prestações de serviços, etc. -todos regiamente remunerados. Estas três universidades, embora residam no mesmo campus, vivem em mundos totalmente distintos. A primeira imagina-se pública, grande e gratuita; a segunda imagina-se de elite, pequena, e catedrática; a terceira só pensa no uso da coisa pública para tomar-se cada vez mais privada e lucrativa.
