(Santos, 1985, p.12-6); a "natureza segunda", na acepção marxista, envolvia toda a superfície do planeta: o ecúmeno se expandira a todo o globo. De fato, por mais desabitadas que ainda possam ser certas partes do planeta, os impactos das sociedades industriais ou em processo de industrialização já se fazem sentir em qualquer ponto da superfície da Terra -no "mínimo" em função das alterações climáticas decorrentes de ações de tais sociedades e que ocasionam tantas outras alterações nos elementos do suporte biofísico, dada a natureza sistêmica que envolve os elementos do suporte. Tais elementos não deixam de constituir a base do meio ecológico, mas uma base profundamente alterada, em grande parte pelo modo de produção contemporâneo.O meio ecológico não apenas se transformou em meio técnico. Habermas (1975, p.303-33) aponta que a civilização ocidental vivencia um novo período denominado téc-nico-científico, em que a ciência, em grande medida, se subordina aos interesses do capital, da razão instrumental. Avaliando as transformações mais recentes, Milton Santos afirmou que o presente é simultaneamente um período e uma crise, e mais uma vez o meio
Em qualquer que seja a formação urbana, das menores cidades às megalópoles, o reconhecimento sistêmico do conjunto de espaços livres de cada uma delas se constitui em si, importante fator para a análise, interpretação, proposição e gestão dos espaços livres, notadamente para os espaços públicos. Relacionam-se os conceitos de espaço, lugar, paisagem, esfera de vida pública, espaço público e espaço livre. Não se trata de buscar definições rígidas, mas de construir um quadro conceitual que fundamente o método de uma pesquisa sobre sistemas de espaços livres urbanos brasileiros, tendo como dois de seus objetivos futuros contribuir para a formulação de princípios para o projeto de um sistema de espaços livres e para a visão sistêmica do projeto de um espaço livre. O universo da pesquisa nacional, objeto do Projeto Temático FAPESP ‘Espaços livres e forma urbana’, coordenada pelo laboratório QUAPÁ-SEL da FAUUSP, engloba 35 cidades, dentre capitais e cidades de porte médio no Brasil, e se pauta em procedimentos que incluem: pesquisas em rede, individuais e em grupo; oficinas de trabalho nas cidades estudadas; colóquios de pesquisa anuais; divulgação em eventos científicos nacionais e internacionais. Neste artigo são enfocadas cidades localizadas na costa litorânea brasileira onde já ocorreram oficinas e que possibilitaram a sistematização de alguns resultados e uma aproximação de cunho comparativo: Vitória, Salvador, Maceió, Santos e Recife. O texto inclui reflexões sobre o objeto pesquisado e comparações entre as cidades e conclui por indicar para debate possíveis critérios de intervenção para as cidades estudadas que gerem qualidade urbana, resguardadas as situações socioambientais particulares a cada uma. Nesta reflexão, ao invés de discorrer sobre todas as linhas de investigação propostas para as oficinas realizadas pela rede QUAPÁ-SEL, resolvemos traçar um recorte parcial sobre uma pesquisa em andamento, e esta reflexão selecionou apenas parte delas que tem em comum o fato de se situarem na costa brasileira. A reflexão se ateve basicamente aos resultados das oficinas, o que traz para esta análise uma simplificação e ao mesmo tempo uma dificuldade. As oficinas e os respectivos relatos apresentam-se de forma bastante heterogênea e desigual. Entretanto, as discussões foram sempre pautadas em função das mesmas linhas de investigação, assegurando, por outro lado, uma homogeneidade na abordagem.
Resumo Este artigo apresenta as operações urbanas consorciadas (OUCs) como alianças público-privadas geradoras de valor público desenvolvidas em meio a um contexto de globalização e financeirização do mercado imobiliário, de restrições fiscais e de primazia dos interesses privados na produção do espaço urbano. Com o Estatuto da Cidade, as OUCs passam a dispor dos certificados de potencial adicional de construção (CEPACs) como principal mecanismo de financiamento. Muito contestados desde sua instituição por um possível componente especulativo de âmbito financeiro, os CEPACs - quinze anos após seus primeiros leilões - já podem ser analisados menos teoricamente e com base nos preços e volumes realizados em suas negociações. Com base nos históricos dos leilões e nas conversões das OUCs Faria Lima e Água Espraiada (ambas em São Paulo-SP), este artigo apresenta alguns avanços na reflexão sobre as possibilidades reais desse instrumento, minimizando seu caráter especulativo como correntemente previsto, e indica a necessidade de governança pública sobre as OUCs quanto à geração de valor público e à garantia do direito à cidade.
O trabalho reflete sobre as novas formas de expansão e crescimento metropolitano, associando-as a transformações igualmente importantes na esfera da vida pública. A expressão cotidiana desse processo de expansão e crescimento se deixa transparecer a partir de dois movimentos complementares. De um lado, o aumento em número e extensão dos deslocamentos cotidianos de uma comunidade a outra em um mesmo ambiente metropolitano. De outro, reflete as transformações resultantes do modo de vida metropolitano: horários variáveis e flexíveis, individualização das práticas de produção e consumo. Temos como objeto desta reflexão a Metrópole de Campinas como parte do território metropolitanizado que ocorre no entorno da capital paulista. Nossa hipótese é que essas transformações não se restringem anovas denominações de um processo ampliado de urbanização, mas que essas transformações têm engendrado novos padrões e espaços de sociabilidade e, mais do que isso, um modo de vida e produção específicos. Nesta reflexão, interessa-nos mostrar como essa nova dinâmica afeta a esfera da vida pública e a definição e constituição dos sistemas de espaços livres. Abstract: The paper reflects on new forms of metropolitan growth and expansion, associating them with equally significant changes in the sphere of public life. The daily expression of this process of expansion and growth can be perceived through two complementary movements. On the one hand, the growth in number and extent of daily displacements between communities within the same metropolitan area. On the other, reflecting changes in the metropolitan way of life, flexible schedules and individualization of production and consumption practices. Our focus is the metropolis of Campinas as part of the metropolization process that occurs in the vicinity of the capital – São Paulo. Our hypothesis is that these transformations are not restricted to new names for an extended process of urbanization, but that they have generated new patterns and spaces of sociability, and more than that, they have generated a specific ways of life and production. In this reflection, we are interested in showing how this new dynamic affects the sphere of public life and in discussing the definition and constitution of open space systems.
