Energiegenossenschaften, in denen sich Bürger(innen) ehrenamtlich engagieren, sind zu einem Symbol für eine bürgernahe Energiewende geworden.Neue Energiegenossenschaften werden jedoch kaum noch gegründet, weil sie nach der Novelle des Erneuerbare-Energien-Gesetzes
gegenüber großen Anbietern benachteiligt sind. Gefragt sind nun neue Geschäftsmodelle, die helfen, dieses Modell neben Stadtwerken und privatwirtschaftlichen Versorgern auf dem Energiemarkt zu etablieren. So müssen die Genossenschaftsmitglieder etwa Know-how aufbauen,
hauptamtliche Stellen schaffen und Risikokapital mobilisieren.
Der Soziologe und Volkswirt Werner Sombart prophezeite schon zur vorigen Jahrhundertwende nach dem Ende der Kohle den Beginn des Solarzeitalters. Das war eine weniger kühne Prognose als man heute meinen könnte, denn solarbetriebene Fahrzeuge waren industriegeschichtlich früh eine Option, die durch andere verdrängt wurde, bis sie heute wieder en vogue ist. Die Wende von karbonen zu erneuerbaren Energien ist zunächst ein "Narrativ", die Erzählung einer (ebenso) möglichen Zukunft, für die man unterschiedliche Begründungen angeben kann: Sombart ging von einem Versiegen der Kohlevorkommen aus, andere hatten die harten Arbeitsbedingungen und Unfallrisiken der Bergleute im Kopf, wieder andere setzten alsbald auf die "flüssige Kohle", das Erdöl, namentlich in außereuropäischen Gebieten. Da mittlerweile weitgehender Konsens ist, wieviel Kohle (und Öl) noch im Boden stecken, sind die schädlichen Wirkungen einer fossil getriebenen Industrialisierung der Hauptgrund für einen Ausstieg. Und heute ist, wenn man die Beschlüsse von Paris (COP 21) und New York (Sustainable-Development-Goals-Agenda 2030) vom Winter 2015 ernst nehmen will, die Energiewende alias "Dekarbonisierung" eine beschlossene Sache, die eine "Große Transformation" (Wissenschaftlicher Beirat der Bundesregierung Globale Umweltveränderungen [WBGU], 2011) impliziert und in allen möglichen Sektoren und Subsystemen der Weltgesellschaft etwa ein neues Meeresregime (WBGU, 2013) und eine alternative Urbanisierungsagenda nach sich zieht (WBGU, 2016). Solare Energieerzeugung und Mobilität sind dabei nur ein Kapitel von vielen. Man sieht: die "Energiewende" ist historisch schon ganz verschieden erzählt worden. In Deutschland, wo der mittlerweile als Lehnwort internationalisierte Begriff entstanden ist, war damit hauptsächlich der Ausstieg aus der friedlichen Nutzung der Kernenergie gemeint, die andernorts, z. B. gleich jenseits des Rheins oder in England, eher als Alternative zur fossilen Energieproduktion gewertet wird. Zwar soll die Welt bitte nicht am deutschen Wesen genesen, aber nicht nur der Begriff, auch die Sache haben international an Fahrt gewonnen. Das vorliegende Hand
