INTRODUÇÃOTestemunhamos uma transição histórica, que está longe de completar-se. As mudanças são tão rápidas que frente a um conjunto de dados nos defrontamos com a dúvida se estes são indicadores vitais de um fenômeno ou apenas situações contingênciais. Resta-nos uma certeza -o mundo mudou, trazendo o desafio de entender estas mudanças no ambiente científico, cultural, social, econômico, tecnológico e no processo de trabalho.O Setor Saúde integra este conjunto de mudanças e tenta estabelecer um novo diálogo junto à sociedade.A enfermagem participa do Setor Saúde, com um contingente de trabalhadores representado por cerca de 50% desta força de trabalho, portanto, é definitiva sua participação na consecução das metas institucionais, a partir das reformulações propostas tanto no setor público quanto no privado.Entre as reformulações, em andamento, está a de políticas de recursos humanos, concernentes ao processo de trabalho.No Brasil, um estudo foi realizado, na década de 80, identificando que a enfermeira representava 8,5% da força de trabalho, 6,6% era representada pelo técnico de enfermagem, 21,1% pelos auxiliares de enfermagem e 63,8% pelos chamados atendentes (BRASIL, 1985).A escassez de profissionais nos aspectos quantitativos e qualitativos já fora detectada no estudo realizado em 1957 (ASSOCIAÇÃO BRASILEIRA DE ENFERMAGEM, 1980) referindo ser sua origem a baixa procura aos cursos de enfermagem e ao abandono da profissão.O estudo de ALCÂNTARA (1963) mostrou, entre outros fatores causais, desta situação, o de ser uma profissão feminina, de baixo prestigio e mal remunerada. Fatores já descritos por BROWN (1948).
