<p class="Default">La modelación hidrológica simula los procesos físicos que ocurren en un sistema hidrológico. La cuenca, vista como un sistema hidrológico, es la unidad espacial fundamental donde se desarrollan tales procesos. Los modelos hidrológicos utilizan ecuaciones que gobiernan el flujo de agua, las cuales relacionan variables de estado, de entrada/salida y parámetros .</p><p class="Default">Estos modelos necesitan información fisiográfica, tal como la configuración de la red de drenaje de la cuenca, delimitación y subdivisión de la misma en subcuencas, longitudes y pendientes de tramos de canal, superficies, longitudes y pendientes de subcuencas; así como información de tipo y cobertura del suelo. Estos parámetros eran obtenidos tradicionalmente de mapas analógicos o de mediciones de campo. Hace aproximadamente dos décadas, esta información ha comenzado a extraerse de Modelos Digitales de Elevación (MDE) y de Imágenes de Satélite.</p><p>Los Sistemas de Información Geográfica (SIG) juegan un papel fundamental en este sentido, no sólo en la integración de la información, sino en la capacidad que tienen para extraer automáticamente los parámetros necesarios para la modelación hidrológica, a través de operaciones espaciales usadas en algoritmos desarrollados para tal fin. Estos algoritmos permiten extraer información hidrológica del MDE, enlazar esta información a modelos o paquetes de modelos hidrológicos y realizar el postproceso, es decir recuperar las salidas de los modelos y graficarlas en el mismo ambiente SIG.</p><p> En este trabajo se describe la aplicación del SIG Arcview 3.2 y del programa AGWA (Automated Geospatial Watershed Assessment) a la cuenca del canal 1° de Mayo en la ciudad de Esperanza (Prov. de Santa Fe). Como resultados del trabajo, se determinó el MDE de la cuenca y se extrajeron automáticamente los parámetros necesarios para la aplicación del modelo hidrológico Kineros2. La ventaja del procedimiento aplicado es que permite analizar en forma ágil distintas escalas espaciales para la desagregación de la cuenca.</p>
Las características de la cuenca del Arroyo Sauce Grande, próxima a la capital de la provincia de Entre Ríos (fuertes pendientes, suelos con elevados tenores de arcilla, lluvias intensas) y los problemas ambientales identificados (descargas no tratadas de efluentes industriales y agropecuarios; erosión de suelos; pérdida de bosque nativo; presión antrópica provocada por el avance actual y futuro de la urbanización) reflejan la importancia de abordar estas problemáticas naturales y antrópicas con una visión integrada. Además, evidencian la necesidad de contar con una organización de cuenca que nuclee a todos sus actores como un ámbito para el abordaje de dichos problemas. En este trabajo (realizado en el marco de un Proyecto de Extensión de Interés Social de la Universidad Nacional del Litoral, Santa Fe, Argentina) se presentan los principales resultados alcanzados a partir de promover el proceso de gestión integrada de los recursos hídricos (GIRH) como catalizador para la implementación de políticas públicas y acciones (obras y medidas no estructurales) tendientes a mejorar la calidad de vida de los habitantes de la cuenca. Durante dos años se desarrollaron talleres participativos y entrevistas, con el objeto de validar los problemas hidrológicos y ambientales identificados y a la vez realizar un mapeo de los distintos actores (sociales, productivos, gubernamentales, no gubernamentales) y un análisis de la legislación provincial vigente. A partir de ello, se elaboró una propuesta para la creación de una organización de cuenca para la gestión de los recursos hídricos y se diseñaron programas educativos y comunicacionales.
a Ciudad de Cipolletti, con aproximadamente 100.000 habitantes, está ubicada en el Alto Valle del Río Negro, en la confluencia de los Ríos Neuquén y Limay, que dan origen al Río Negro. El sistema de riego del Alto Valle nace en el Dique Ballester, sobre el río Neuquén y riega unas 50.000 ha, principalmente con producción frutícola (manzanas y peras). Los colectores de drenaje del sistema de riego fueron construidos para captar excedentes de riego, controlar la posición de la capa freática, evitar riesgos de salinización de los suelos y evacuar excedentes pluviales de las principales ciudades del Alto Valle. Sin embargo, en la actualidad actúan además como receptores de descargas industriales y cloacales en algunos casos con tratamientos que respetan las normas de vuelco que fija la normativa provincial y en otros casos no. A ello se suman descargas clandestinas de efluentes sin tratamiento alguno y una gran cantidad de residuos sólidos urbanos que provienen de los asentamientos informales ubicados en las inmediaciones de estos colectores. En este trabajo se presentan los resultados de la identificación y caracterización de los actores clave y el análisis de su relevancia social en el marco de la problemática ambiental descripta. Este análisis social se considera sustantivo para el diseño de una estructura organizacional que gestione los colectores de drenaje bajo la visión de la Gestión Integrada de los Recursos Hídricos (GIRH). Fundado en estos conceptos se propuso la creación del Consejo de los Colectores de Drenaje de la Ciudad de Cipolletti cuya misión es definir las políticas de gestión e implementar las acciones estructurales y medidas no estructurales necesarias para su funcionamiento sostenible. El Consejo está integrado por un Comité Ejecutivo en cuyo ámbito se habrán de gestionar las medidas de acción que se requieran en orden a cumplir con la misión del Consejo; un Comité de Usuarios, que constituye una estructura deliberativa en la cual los usuarios del sistema puedan llevar sus inquietudes, establecer prioridades y elevar requerimientos al Comité Ejecutivo; y un Comité Asesor, que constituye una estructura de consulta y apoyo a la toma de decisiones. Por último integra el Consejo una Mesa de Diálogo entendida como un espacio de negociación y acuerdo, que adquiere relevancia en situaciones de desacuerdo o eventuales conflictos entre los principales actores que integran el Consejo.
ResumenLa implementación de procesos de gestión integrada de los recursos hídricos (GIRH) permite garantizar un desarrollo coordinado de los recursos hídricos y otros recursos asociados. En el caso de la gestión de áreas inundables, se manifiestan diferentes interacciones y conflictos entre los habitantes que viven en lugares próximos o ubican sus viviendas en ellas, y las acciones estructurales y las medidas no estructurales, ejecutadas principalmente por estamentos estatales. En este marco, la línea de ribera materializa el límite entre la propiedad privada y el dominio público hídrico. A su vez, la definición de zonas de riesgo hídrico permite regular las ocupaciones de los espacios, delimitando zonas con diferentes niveles de protección, con el fin de mitigar los impactos de las inundaciones. En el río Quemquemtreu, en la localidad de El Bolsón, en la cuenca media del Río Quemquemtreu, zona montañosa ubicada al sudoeste de la provincia de Río Negro, Argentina, el contraste manifiesto entre el desarrollo urbano y las áreas de riesgo hídrico, ha llevado durante mucho tiempo a menoscabar las relaciones de la sociedad con dicho curso de agua, generando conflictos entre asentamientos en áreas con alto riesgo hídrico y la ejecución de obras de protección contra inundaciones, que a su vez generan una sensación de seguridad ficticia. En este contexto, en este trabajo se desarrollan lineamientos para la aplicación de las líneas de ribera y riesgo hídrico en el río Quemquemtreu, incluyendo acciones estructurales y medidas no estructurales, que contribuyan a aportar las bases para orientar el ordenamiento territorial de la localidad, en un marco acorde con la visión de la GIRH. AbstractThe implementation of integrated water resources management (IWRM) processes ensures a coordinated development of water resources and other associated resources. In the case of the management of flooded areas, different interactions and conflicts between the inhabitants living in nearby places or their dwellings are manifested, and the structural actions and the non-structural measures, executed mainly by state estates. In this context, the riverbank line materializes the boundary between private property and the public water domain; and, the definition of zones of water risk, allows to regulate the occupations of the spaces, delimiting zones with different levels of protection, in order to mitigate the impacts of the floods.
