Resumodesempenho deficiente de obras públicas em relação aos aumentos de custos e prazos de entrega, em comparação com os valores previstos, tem sido recorrente no Brasil e outros países emergentes. Diversos estudos têm concentrado atenção na análise de causas desses desvios, bem como de possíveis diretrizes para a garantia do desempenho dos empreendimentos. O presente trabalho apresenta um estudo diagnóstico sobre o aumento de custos e prazos de obras públicas de edificações em Belo Horizonte. Inicialmente, o estudo envolveu uma análise quantitativa de aditivos de custos e prazos dessas obras ao longo dos seis últimos anos. Em um segundo momento, ocorreu uma análise qualitativa com os agentes envolvidos com esses empreendimentos, com a finalidade de estabelecer um ranking de possíveis causas, identificadas a partir da literatura. Os respondentes apontaram sua percepção sobre o impacto e frequência para uma lista de causas que afetam o prazo e o custo das obras, sendo os dados analisados pelo Índice de Importância Relativa (RII), Índice de Frequência (FI) e Índice de Importância (IMPI). Os resultados apontam que as principais causas dos aditivos contratuais de prazo e custo nas obras analisadas estão relacionadas às falhas no processo de projeto nas fases iniciais dos empreendimentos.Palavras-chave: Empreendimentos públicos. AbstractThe poor performance of public construction projects with regards to cost overruns and delays has been recurrent in Brazil and other developing countries, and several research studies have focused on the analysis of the causes of deficient performance and have produced guidelines for project improvement. This study aims to present a diagnostic study on cost overruns and schedule delays in public projects in the city of Belo Horizonte. The first step of the study consisted of analysis of the costs and schedule problems for public projects over the past six years. In the second stage, interviews were conducted with stakeholders in order to establish a ranking of possible causes, based on literature research. Respondents indicated their perception of the impacts and frequency from a list of attributes that affect the timing and cost of projects. Interview data were analysed using the Relative Importance Index (RII), Frequency Index (FI) and Importance Index (IMPI). The results highlight that the main causes of cost overruns and schedule delays are highly related to design problems in the earlier stages of projects.
ResumoEste trabalho objetivou o estudo do efeito de algumas condições operacionais nas características do cordão produzido por um arame tubular "metal cored" (ASME IntroduçãoA soldagem a arco com arame tubular (FCAW) é um processo que acumula as principais vantagens da soldagem com arame maciço e proteção gasosa (GMAW), como alto fator de trabalho do soldador, alta taxa de deposição, alto rendimento, resultando em alta produtividade e qualidade da solda produzida. Inclui também as vantagens da soldagem manual com eletrodos revestidos (SMAW), como alta versatilidade, possibilidade de ajustes da composição química do cordão de solda e facilidade de operação em campo [1][2]. Na soldagem FCAW e em outros processos de soldagem com eletrodo consumível, o material do eletrodo precisa ser aquecido desde a sua temperatura inicial, próxima da temperatura ambiente, até a sua temperatura de fusão e, a seguir, ser fundido e separado do eletrodo. A velocidade com que o eletrodo é fundido deve ser, em média, igual à velocidade que este é alimentado de forma a manter um comprimento de arco relativamente constante.Os autores do presente trabalho estudaram anteriormente as características e os fatores determinantes da fusão de arames tubulares nacionais (destinados à soldagem de aços carbono comuns de baixo e médio teor de carbono) dos tipos básico (ASME SFA-5.20: E71T-5/E71T-5M), rutílico (ASME SFA-5.20: E71T-1/E71T-9/E71T-9M) e "metal cored" (ASME SFA-5.18: E70C-3M) com 1,2 mm diâmetro, utilizando uma fonte do tipo "tensão constante" e condições de soldagem essencialmente sem a ocorrência de curtos-circuitos.
