Getting farmers to adopt new cultivars with greater tolerance for coping with climatic extremes and variability is considered as one way of adapting agricultural production to climate change. However, for successful adaptation to occur, an accurate recognition and understanding of the climate signal by key stakeholders (farmers, seed suppliers and agricultural extension services) is an essential precursor. This paper presents evidence based on fieldwork with smallholder maize producers and national seed network stakeholders in Malawi from 2010 to 2011, assessing understandings of rainfall changes and decision-making about maize cultivar choices. Our findings show that preferences for short-season maize cultivars are increasing based on perceptions that season lengths are growing shorter due to climate change and the assumption that growing shorter-season crops represents a good strategy for adapting to drought. However, meteorological records for the two study areas present no evidence for shortening seasons (or any significant change to rainfall characteristics), suggesting that short-season cultivars may not be the most suitable adaptation option for these areas. This demonstrates the dangers of oversimplified climate information in guiding changes in farmer decision-making about cultivar choice.
Food system resilience has multiple dimensions. We draw on food system and resilience concepts and review resilience framings of different communities. We present four questions to frame food system resilience (Resilience of what? Resilience to what? Resilience from whose perspective? Resilience for how long?) and three approaches to enhancing resilience (robustness, recovery, and reorientation—the three “Rs”). We focus on enhancing resilience of food system outcomes and argue this will require food system actors adapting their activities, noting that activities do not change spontaneously but in response to a change in drivers: an opportunity or a threat. However, operationalizing resilience enhancement involves normative choices and will result in decisions having to be negotiated about trade-offs among food system outcomes for different stakeholders. New approaches to including different food system actors’ perceptions and goals are needed to build food systems that are better positioned to address challenges of the future. Invasions by invasive non-native species (INNS) can have profound consequences for natural environments, impacting on biodiversity and the biophysical landscape in ways that can endanger other species, human wellbeing and infrastructure. The financial costs of dealing with established INNS populations can be extremely high. Biosecurity measures (simple procedures designed to reduce the risk of human activities spreading INNS to new areas) are being promoted in order to minimize these negative impacts and associated costs. This paper reports on research undertaken with stakeholder organisations that operate within UK natural environments. It aims to evaluate stakeholder perceptions of their role in INNS biosecurity practice in the UK, and the implications of this for INNS strategy more broadly. Semistructured interviews were undertaken with organisation representatives to explore current practices and communications about INNS and perceptions of barriers and opportunities to implement better biosecurity. Whilst participants generally agreed on the need for biosecurity, there were variations among participants in levels of knowledge about INNS (related to background) and the capacity of organisations to engage in biosecurity practices (related to organisational size). Critical barriers to biosecurity were identified as costs, lack of clear guidance, difficulties changing attitudes and implementing collective responsibility, and reactionary versus precautionary approaches. As a result, partnership working on INNS is difficult and action tends to focus on individual species perceived as the most threatening to a particular organisations' interests. In this way, action on INNS biosecurity faces the kinds of barriers that are common to many environmental problems where individuals/organisations prioritise self-interest despite the potential to obtain greater benefits if collective action could be achieved.
