Natural disasters continue to occur in Magelang Regency every year and cause damage and loss to the community. The government agency designated for disaster management, namely Badan Penyelenggaraan Penanggulangan Bencana (BPBD), develops Disaster Resilient Village Program (Destana). The purpose of this study is to analyse the implementation of Desa Tangguh Bencana in Magelang Regency. The research methodology uses qualitative methods and data collection techniques through observation, interviews and documentation. The results of the study demonstrate that the implementation of Desa Tangguh Bencana policy in Magelang Regency regarding the objectives of the Destana program in Margoyoso village could be achieved because the Destana activists understand the program's objectives and there is support from the government, non-governmental institutions, village institutions and the community. Meanwhile, the implementation of the Destana program is also influenced by the support of human resources, funds, infrastructure and other resources. The implementation of the Destana program in Margoyoso village is quite successful due to resources, namely human resources, funds and infrastructure available in Margoyoso village. Policy implementation requires collaboration, namely coordination and cooperation of performers of Destana activities. In carrying out Destana activities, the consensus is needed to reach decisions that are beneficial to all parties. In cooperation and coordination, it is necessary to have clear job descriptions of each participant so that there is no overlapping when implementing activities.
Tujuan pelaksanaan reformasi administrasi dan birokrasipemerintahan daerah adalah untuk meningkatkan kualitas layanan publik di daerah, untuk menjadikan kinerja organisasi pemerintah daerah yang lebih efektif, menyentuh kebutuhan masyarakat di daerah, memaksimalkan pengelolaan sumberdaya pembangunan berbasis kepentingan masyarakat.Reformasi administrasi dan birokrasi pemerintah daerah dapat diwujudkan dalam tiga hal, yaitu pertama adalah a) penguatan pada regulasi dan kebijakan pemerintah; b) penerapan e-government dane-governance dan c) kerjasama antar pemerintah bertujuan pertama,memperkuat pemerintahan di daerah, meredifinisi hubungan pusat dan daerah, daerah dengan daerah lainnya Kedua, reformasi mendorong partisipasi dan kepercayaan publik kepada pemerintah daerah melalui system kerja yang trasfaran,efektif, efisien,responsif dan di dukung oleh akuntabilitas yang tinggi Rekomendasi, diperlukan sinergitas antar pemerintah yang bertumpu pada kepentingan nasional dan kepentingan masyarakat, menyusun regulasi dan kebijakan yang bersifat fleksibel, adaptif, kreatif dan dapat mendorong peningkatan kapasitas daerah dalam mengelola potensi daerah, serta mampu bersaing pada era kekinian dan di masa mendatang.
<div class="WordSection1"><p align="center"><strong><em>Abstract</em></strong></p><p><em>Since a positive case of the Covid-19 virus was announced in Indonesia in March</em></p><p><em>2020, the government has stepped up steps in dealing with the global pandemic from Covid-19. Various policies have been issued by the central and local governments. Starting from limiting social relationships (socialdistancing), calling for work from home for most of the State Civil Apparatus (ASN). A number of institutions made policy adjustments to survive in maintaining their performance, especially in providing public services to the community. This has never been imagined for stakeholders to adapt to the Covid-19 era. Like it or not, every institution or agency is forced to innovate in providing services to other parties. Whereas previously interaction was more often in the form of face-to-face, now the public is more familiar with the use of digital networks. However, the reality in the field is not all institutions or agencies are ready to innovate without compromising the quality of public services. There are many obstacles faced by institutions, especially those with many branches in the regions, such as limited infrastructure and people who are still not technology literate. Although it seems difficult to implement in all regions of Indonesia, digital-based public services must be immediately applied for the convenience of the community in the Covid-19 era. The application of digital-based public services should be applied as early as possible. Utilization of digital technology supported by infrastructure and human resources reliable service is felt to be able to bridge access to public services in the midst of a pandemic.</em></p><p><em>Key words: service, public, administration, demography.</em></p><p align="center"><strong>Abstrak</strong></p><p>Sejak diumumkan kasus positif virus <em>Covid-19 </em>di Indonesia pada Maret 2020 lalu, pemerintah meningkatkan langkah-langkah dalam menangani pandemi global dari <em>Covid-19</em>. Berbagai kebijakan telah dikeluarkan oleh pemerintah pusat dan daerah. Mulai dari membatasi hubungan sosial (<em>socialdistancing</em>), menghimbau untuk bekerja di rumah (<em>work from home</em>) bagi sebagian besar Aparatur Sipil Negara (ASN). Sejumlah Lembaga melakukan penyesuaian kebijakan untuk <em>survive </em>dalam menjaga kinerjanya terutama memberikan pelayanan publik kepada masyarakat. Hal ini tidak pernah terbayangkan sebelumnya bagi pemangku kepentingan (stakeholder) untuk beradaptasi di era Covid-19. Mau tidak mau setiap lembaga atau instansi dipaksa untuk melakukan inovasi dalam memberikan pelayanan kepada pihak lain. Bila sebelumnya interaksi lebih sering dalam bentuk tatap muka maka sekarang ini publik lebih akrab dengan penggunaan jejaring digital. Akan tetapi realita yang ada di lapangan tidak semua lembaga atau instansi siap untuk berinovasi tanpa mengesampingkan kualitas dari pelayanan publik. Banyak kendala yang dihadapi oleh lembaga terutama yang memiliki banyak cabang di daerah seperti infrastruktur yang masih terbatas dan masyarakat yang masih tidak melek akan teknologi. Walaupun terasa sulit untuk diterapkan di seluruh wilyah Indonesia, namun pelayanan publik yang berbasis digital harus segera diaplikasikan untuk kenyamanan masyarakat di era Covid-19 ini.Penerapan pelayanan publik yang berbasis digital seharusnya diaplikasikan sedini mungkin.Pemanfaatan teknologi digital dengan didukung infrastruktur dan sumber daya manusia yang handal dirasa dapat menjembatani akses pelayanan publik ditengah pandemi.</p></div><p>Kata kunci : Pelayanan, publik, administrasi, kependudukan.</p><div id="gtx-trans" style="position: absolute; left: 309px; top: 657px;"> </div>
Salah satu permasalahan di dalam Pemilihan Umum maupun PILKADA adalah persoalan pengumpulan data, proses pemungutan suara untuk para penyandang disabilitas. Salah satunya adalah penyandang disabilitas sensorik yang termasuk didalamnya adalah tuna rungu, tuna wicara tuna netra. Permasalahan yang dihadapi para penyandang Tuna netra pada saat pemilihan Umum ada beberapa hal yang perlu terus menjadi perhatian untuk selalu di evaluasi untuk menjadi yang lebih baik di pemilihan umum di masa-masa yang akan datang. Metode pengabdian ini dengan pendekatan kualitatif yang merupakan pendekatan dengan wawancara mendalam untuk bisa menggali lebih dalam tentang problem dan persoalan yang terjadi untuk disabilitas sensorik. Sumber data adalah penyandang disabilitas sensorik sebanyak 8 orang di Kota Semarang yang mengikuti pemilihan Walikota 2020 Kota Semarang. Sumber data Bertempat tinggal di kota semarang. Hasil yang didapatkan bahwa akasebilitas untuk logistik penyandang disabilitas sensorik perlu diperhatikan, bahwa tidak semua penyandang disabilitas dapat membaca huruf braile, dan pada saat pemilihan walikota 2020 terjadi pandemic covid, protokol kesehatan masker dan kaos tangan kesulitan bagi penyandang disabilitas sensorik. Butuh pendampingan karena mungkin informasi tidak terdengar atau menuju tempat perlu petunjuk khusus (tali) untuk memandu bagi tuna netra.
