Background & Purpose This article focuses on the growing role of venture philanthropy in shaping policy and practice in teacher education in the United States. Our goal is to bring a greater level of transparency to private influences on public policy and to promote greater discussion and debate in the public arena about alternative solutions to current problems. In this article, we focus on the role of one of the most influential private groups in the United States that invests in education, the New Schools Venture Fund (NSVF), in promoting deregulation and market-based policies. Research Design We examine the changing role of philanthropy in education and the role of the NSVF in developing and promoting a bill in the U.S. Congress (the GREAT Act) that would create a system throughout the nation of charter teacher and principal preparation programs called academies. In assessing the wisdom of the GREAT Act, we examine the warrant for claims that education schools have failed in their mission to educate teachers well and the corresponding narrative that entrepreneurial programs emanating from the private sector are the solution. Conclusions We reject both the position that the status quo in teacher education is acceptable (a position held by what we term “defenders”) and the position that the current system needs to be “blown up” and replaced by a market economy (“reformers”). We suggest a third position (“transformers”) that we believe will strengthen the U.S. system of public teacher education and provide everyone's children with high-quality teachers. We conclude with a call for more trenchant dialogue about the policy options before us and for greater transparency about the ways that private interests are influencing public policy and practice in teacher education.
El presente artículo plantea el problema de la desregulación de la formación inicial docente bajo un sistema neoliberal. Chile fue utilizado como un laboratorio social de transformación política y económica por un grupo de economistas chilenos formados en Estados Unidos (Chicago Boys). El texto entrega antecedentes históricos del proceso realizado por la dictadura cívico-militar en Chile y continuado por los gobiernos siguientes. Este marco político e histórico permite visualizar el sistema universitario chileno, en el cual las instituciones estatales son afectadas por un modelo de autofinanciamiento. En el artículo se enfatiza el análisis en torno a cuestionar la dicotomía regulación/desregulación como una distinción público/privada. Como ejemplo se muestra la expansión de una oferta privada y desregulada de la formación docente por parte de universidades estatales regionales con bajo aporte basal estatal. A través de estos casos es posible observar que un modelo basado en la oferta y demanda avanza en la destrucción de las fronteras entre lo público y privado. Como buen laboratorio, el ejemplo de Chile puede ser utilizado para observar los efectos de una política pública neoliberal.
Resumen El estudio buscó identificar las ideologías curriculares de futuros profesores y su vínculo con concepciones sobre diversidad y justicia social. Los datos se obtuvieron de la aplicación del inventario de ideologías curriculares a 231 participantes y entrevistas semiestructuradas a una muestra intencionada del total en una universidad chilena. Los resultados muestran que predomina la ideología Centrada en el Aprendizaje y que una proporción importante muestra eclecticismo ideológico. A pesar del foco en el aprendizaje, algunos defienden argumentos academicistas y eficientistas. Es gradual la relación entre ideologías y concepciones sobre diversidad y justicia, desde una marcada coherencia hasta ausencia de dicha relación. Finalmente, se discuten implicancias para la investigación y la formación inicial docente.
A partir una caracterización del sistema escolar en Chile, que presenta altos índices de segregación social e inequidad, se argumenta la importancia de preparar profesores chilenos para enseñar desde una perspectiva de justicia social. Sleeter, Montecinos y Jiménez (2016) proponen un enfoque con cuatro temáticas a incluir en un currículo para la formación docente desde una perspectiva de justicia social: (a) situar a las familias y a las comunidades dentro de un análisis de las desigualdades estructurales; (b) desarrollar relaciones de reciprocidad con los estudiantes, las familias y las comunidades; (c) enseñar teniendo altas expectativas académicas en los estudiantes, capitalizando en su cultura, lengua e identidad; y (d) elaborar y enseñar un currículo que integre las perspectivas marginalizadas y enfrente de manera explícita los temas de equidad y poder. Estas dimensiones se elaboran teóricamente y luego se ejemplifica a través de las acciones, cogniciones y disposiciones de una estudiante de pedagogía quien en su practicum enseña desde una perspectiva de justicia social.Descriptores: Educación para la justicia social, Formación inicial de docentes, Estudiantes vulnerables, Practicum.Beginning with a characterization of Chile's school system, which presents high levels of social segregation and inequity, the importance of preparing teachers from a social justice perspective is introduced. Sleeter, Montecinos y Jimenez (2016) have developed an approach which entails four issues to be addressed in a teacher preparation curriculum that has a social justice orientation: (a) situate families and communities within an analysis of structural inequalities; (b) develop relationships of reciprocity with students, families and communities; (c) teach with high expectations, capitalizing on students' culture, languages and identities; and (d) develop and teach a curriculum that integrates marginalized perspectives and directly addresses issues of equity and power. This approach is exemplified through the actions, cognitions and disposition of a student teacher who teaches from a social justice perspective.
