Cet article s'appuie sur l'analyse du cas d'un grand projet d'infrastructure pour montrer que l'institutionnalisation des procédures de débat public a des effets ambivalents sur l'activité de protestation. Présenté comme public et pourtant borné par toute une série de facteurs à un nombre limité de participants, le débat peut donc paraître un instrument de légitimation du projet et de neutralisation de la contestation, ainsi détournée de modes d'action plus directs. Cependant les effets de l'institutionnalisation de la délibération sur l'activité de contestation sont beaucoup plus complexes et contrastés. Pour les opposants, le débat est un lieu certes incontournable mais non exclusif de la contestation, qui n'exclut pas le recours à des formes d'action moins conventionnelles. Même si les effets sur la décision des avis exprimés à l'occasion de ces débats restent problématiques, ils permettent de rendre certaines options alternatives visibles et plus crédibles.
Ecological research is highlighting different kinds of issues concerning biodiversity conservation policies. Based on a historical study on protected areas, we suggest that these issues are not caused by a lack of knowledge or technical tools but rather by a misuse of ecological knowledge during the implementation of policy instruments in part driven by a lack of understanding of the mechanisms underlying the policymaking process. We believe that determining the conditions under which ecological science can enlighten policy decisions is now necessary to address current biodiversity conservation issues. This can only be achieved through the promotion of interdisciplinary research.
