Les politiques de rationalisation de l’offre de soins reposent largement sur la mesure de l’accessibilité spatiale aux soins. Cette dernière, au fil des évolutions méthodologiques et technologiques, considère de manière de plus en plus intégrée le concept de mobilité. Celui-ci reste néanmoins insuffisamment mobilisé pour questionner l’approche domo-centrée des mesures et tenir compte des différentiels sociaux de mobilité des populations.
Le bassin de vie ainsi que d’autres catégories spatiales, sociologiques ou statistiques, sont à la discussion chaque fois qu’il est question de repenser la gouvernance territoriale et de mettre en œuvre des politiques publiques pour répondre à des problématiques sociétales. La notion de bassin de vie, sujette à critiques pour son caractère circonscrit dans un monde d’échanges, est cependant mobilisée par des élus et des institutions répondant à la fois à la reconnaissance d’une demande habitante de proximité, visible dans les mobilités quotidiennes, et à la nécessité de mettre en œuvre des politiques locales. L’article montre que le bassin de vie, loin d’être un périmètre d’enfermement puisqu’incapable de contenir tous les déplacements des habitants du périurbain, a le mérite de rendre compte d’une réalité périurbaine et de proximités diverses s’organisant autour de polarités secondaires, véritables vecteurs d’ancrage local, face à un cœur d’agglomération dont les accès sont de plus en plus congestionnés.
