The research aims to reconstitute how the sanitary service was structured in Campinas, a city in the state of São Paulo, Brazil, from the institutionalization process of sanitary policies during Brazil's First Republic. This structuring was carried out in the city by means of the São Paulo State legislation, characterized by the Sanitary State Service and from the municipal legislative formulation. From the relation resulting of bibliographical and documental sources, we propose to historically reconstitute how health services were deployed in the city of Campinas, given its economical relevance in the state of São Paulo. We highlight the city's and its inhabitants' behavior during this period and when the health policies were widely organized and affected the city's social arrangement. That structuring in the sanitary field services occurred in a period of great socio-economic-demographic changes in Campinas.
ResumoAtravés de uma revisão bibliográfica e documental, este artigo trata das ações preventivas, políticas e sociais adotadas em Campinas-SP pelo poder público para o campo da saúde, em finais do século XIX e início do XX. Este período é marcado por sucessivas epidemias de febre amarela na cidade. Tais ações embasaram-se no aparato legislativo que tomava corpo nos anos iniciais da República. Na área da saúde, este aparato, ficou primordialmente a cargo do Serviço Sanitário do Estado. Em Campinas, a febre amarela 'exigiu' do Serviço Sanitário um meio atuante, fazendo com que este órgão instituísse a Comissão Sanitária no ano de 1896. Esta 'extensão' do Serviço Sanitário na cidade, além do combate através de ações práticas para conter os constantes surtos de febre amarela, também foi responsável pelo desenvolvimento das obras de saneamento e a aplicação da polícia sanitária. A partir de fontes primárias, principalmente de origem administrativa da Comissão, compõe-se um cenário deste marcante período na história da "Princesa D'Oeste".
